Overview

The Global Defense Agency, shortened to G.D.A., is a secretive paramilitary and intelligence outfit built to watch over and neutralize superhuman dangers wherever they arise. Its command center sits hidden below the Pentagon in Arlington, Virginia, and while it appears tied to the United States government, its work stretches well past national lines. The agency guards the planet against criminal, alien, paranormal, and supernatural hazards, keeps tabs on anyone with powers, and bankrolls the Guardians of the Globe. To meet threats ranging from organized crime and costumed terrorists to giant monsters and invading fleets, it recruits heroes from every part of the world.

G.D.A. assets reach from the outer edges of the solar system down to the undersea realm of Atlantis, backed by a huge network of bases, aircraft, and gear, some of it built through ethically murky methods to stand in for or reinforce a hero's abilities. That enormous underground apparatus commands a budget to match. Even so, the agency has learned that unlimited funding falls short against foes like the Viltrumites, and in those moments its director leans on more drastic countermeasures.

Two classified programs illustrate how far the agency will reach. Project ReAnimen put a reformed D.A. Sinclair to work manufacturing an army of undead cyborg soldiers, first sourced from the living and later from willing corpses, all meant to blunt a coming Viltrumite assault. Project Reformation salvages useful criminals by rehabilitating them and folding their talents into the agency rather than wasting the resource. The G.D.A. also stockpiles exotic hardware: stealth suits and teleport bracelets, hovering stretchers and recon drones, plus specialized weapons like the orbital Hammer satellite, sonic Noise Makers tuned to cripple Viltrumite equilibrium, and a kill switch once buried inside Invincible's skull.
