Officials celebrate as the Spear of Heaven scores a direct hit on the Class 3-E campus, but their triumph fades when Korosensei survives with only minor tentacle damage. Before he can flee any farther, they raise a huge anti-tentacle dome, the Shield of Earth, over the hilltop to seal him inside.
Alarmed, the students prepare to rush to the old campus, only for Karasuma to order them to stay home. They gather anyway and discover that every power line and wireless link to the site has been severed and that everyone nearby has been told to evacuate.
Japan's prime minister, Takanojō Migitsuma, then delivers a joint statement on behalf of the world's leaders, explaining that the dome and the giant laser exist to eliminate the creature that shattered the moon. The broadcast further accuses Korosensei of holding Class 3-E hostage, menacing governments, and posing as a teacher to turn the building into a hideout, swaying the public into seeing him as pure evil. The lead official then orders Craig Hojo to defend the location against the students, who are already speeding toward it.
The Spear of Heaven hits the campus but only wounds Korosensei, who is then sealed under the Shield of Earth dome. Communications to the site are cut and the surrounding area evacuated. A worldwide broadcast brands Korosensei a villain, and Craig Hojo is ordered to hold the site against the approaching Class 3-E.
