President Heaby is a non-canon henchman of Count Battler and a secondary villain of the third One Piece film. A vain, snake-themed swordsman, he helps hunt the Crowned Treasure Horns.
Heaby is a lean, normal-sized man with short black hair and stripe-like markings running across his face and hands. He dresses in a red-and-gold suit fitted with oversized shoulder pads in the style of a matador. A snake motif runs through his whole design, reinforced by the sheath on his shoulder guard that holds his extendable, whip-like blade.
Insufferably vain, Heaby proclaims himself the most handsome man alive, a boast that grates badly on Sanji. He is a faithful servant to Count Battler and shows no flicker of conscience about extreme cruelty toward animals, hacking the horns off dozens of creatures and casting them into a waterfall. In combat he can move with blistering speed comparable to the Soru technique, slipping behind Sanji and leaving an afterimage to dodge a kick.

When the count uses his violin to drive the Horn Eaters at a herd of terrified animals, Heaby and Hotdog cut the beasts down and dump them near a waterfall. Encountering the Straw Hat crew, he struts in front of Nami and infuriates Sanji by declaring himself the world's most beautiful man.
