This is the second of Ami Mizuno's transformation phrases, a step up from the command that first turned her into Sailor Mercury. It carries her into the same guardian identity through a stronger channel of power.

In the manga the change is instant, triggered the moment Ami lifts her pen. The anime draws it out: light blue sparkles swirl around her hand and settle blue on her fingertips, her Star Power Stick spins into her grip, and the Mercury symbol at its center rotates. She sweeps the stick overhead as blue water forms her boots, leotard, and gloves, a rippling shimmer and a rush of bubbles finish the uniform, and she strikes her closing pose. The Crystal version reuses her Mercury Power animation with the Star Power Stick swapped in.
