The wielder takes command of the air immediately around them and makes it firm enough to bear weight, which delivers levitation. From there they can rise straight upward, or tread and skip from one invisible platform to the next while already aloft.
Escaping the ground is the whole benefit. Both attack and evasion improve once terrain no longer dictates where a fighter can stand, since the user is free to move in any direction rather than along a surface.
Concentration is the catch. Let focus slip and the air underfoot gives way, and the user begins to fall out of the sky.
All For One used it chiefly to travel without regard for whatever lay beneath him, unobstructed by the terrain. It also handed him a vantage point over enemies stuck on the ground, letting him fire down at them from beyond the range they could answer.
Kaina Tsutsumi pairs it with Rifle, the Quirk she was given. Elevation supplies her with firing positions suited to quiet, unseen sniping, and it extends how far her shots carry.
