A plain power-up with a brutal twist in whose hands it landed. Brawn Boost raises physical strength, nothing more complicated than that, but All For One holds three copies of it at once, stacking the effect far beyond whatever its original owner could have managed.
Brawn Boost, rendered in Japanese as Ryoryoku Zōkyō, is one of the many Quirks in All For One's collection. He did not develop it; he stole it from a person the story leaves unnamed. Its classification is Emitter with a power-up range.
The ability appeared in Chapter 93 and in Episode 49 of the anime, with a later manga showing in Chapter 397. The wiki files it under villain Quirks and All For One's Quirks. It has also been called Strength Enhancer.
The name does the explaining. The Quirk raises its owner's physical strength, and that is the whole of the effect.
Where it becomes dangerous is in stacking. All For One does not carry one copy of this power, he carries three, and running them together drives both its potency and its output well past what a single instance would deliver.
All For One is the user on record, holding three copies of the Quirk simultaneously and folding it into the larger stack of stolen abilities he brings to a fight.
An unknown person owned it beforehand and lost it to his theft. Nothing about that original holder has been revealed.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
The Quirk that raises physical strength is Brawn Boost, also known as Strength Enhancer. It is an Emitter type Quirk currently held by All For One.
All For One holds Brawn Boost, having stolen it from an unnamed previous owner whose identity has never been revealed.
All For One does not carry a single copy of Brawn Boost, he holds three copies at once, stacking the effect to raise his physical strength far beyond what one instance would provide.
Brawn Boost debuted in Chapter 93 of the manga and appeared in Episode 49 of the anime.
Brawn Boost is a straightforward Quirk that increases its user's physical strength, with no additional effects beyond that power up.
