Registered to Neito Monoma of Class 1-B, this Emitter ability operates strictly at contact range. Chapter 29 introduces it, and Episode 18 carries it into the anime. Physical contact with somebody is the entire trigger; from that moment Neito wields whatever power that person happens to own.
The contact required amounts to almost nothing. A stray few hairs off a target will do, and what Neito receives is the power itself plus a working sense of how to fire it, though only at a rudimentary tier. Nobody has established whether refinements the original owner drilled into an ability travel across with it. Instinct covers the rest: even a Quirk he is laying eyes on for the first time comes to him ready to use.
Capacity for holding several powers simultaneously scales with how hard he trains, yet only one can run at any moment, so fights turn into constant flipping between them. Whatever a borrowed ability already accomplished generally sticks around after a swap, provided it never physically restructured his body. An object he enlarged using Size stays enlarged once he moves on to something else, or once the clock on that borrowing expires.
Three walls hem him in. The clock is the first: five minutes was the original ceiling per stored power, a figure he has since stretched to roughly ten, after which the ability vanishes until he touches its owner once more. Accumulation is the second. He lifts a power and nothing surrounding it, so abilities depending on a stockpile arrive empty, which is exactly why One For All, decades of strength handed down and multiplied, does nothing in his hands. Neito labels such powers blanks. His own frame is the third. Reinforcements land cleanly, Hardening's defense and Explosion's resistance to its own blasts among them, but abilities demanding years of physical conditioning would tear him apart, and Izuku Midoriya panicked at the picture of Neito's limbs blowing off had One For All actually caught.
Knowing a power is separate from commanding it. Matching the original owner's fluency demands repetition, copying the same ability over and over until its range of tricks belongs to him, a caveat Neito himself raised when Eraser Head ordered him onto Kurogiri's Warp Gate.
Neito Monoma is the only person who has it. Standing by itself the ability accomplishes nothing, which left his ambition of going Pro difficult to defend, and his answer is to reject conventional heroism outright, preferring underhanded tricks and tactics against stronger opponents, above all when those tricks finish with their power in his grip.
His ceiling has risen since the U.A. Sports Festival, from three powers held at once to four or more, a count inferred from the watches worn on his hero costume and a detail he plays up to deceive sharp-eyed enemies. Each borrowing hands him its owner's advantages and that owner's drawbacks intact, but the freedom to switch renders him unpredictable, and crowded battles suit him best simply because more people, allies included, are within reach.
His roster runs long. Explosion and Hardening date back to Chapter 29, with Solid Air following a chapter afterward, while Softening and Erasure enter through the light novels. Poltergeist arrives later alongside Size, and Brainwashing presumably joins them. Spring, Warp Gate and Twin Impact fill out the rest, together with Tape and Half-Cold Half-Hot. Three powers refuse him flatly: One For All, Rewind and Fat Absorption, every one of them starved of reserves he has no way to replicate.

Copy is a highly versatile Quirk since it can borrow almost any ability Neito Monoma touches, but it is limited by a roughly ten minute time cap per power, a storage limit on how many he can hold, and its inability to copy Quirks that rely on stockpiled reserves.
Neito Monoma's Copy Quirk activates on physical contact, even something as slight as a few stray hairs, letting him wield a rudimentary version of that person's power for a limited time before it must be renewed with another touch.
Neito Monoma cannot use One For All because Copy only transfers a power itself, not any stockpile behind it, and One For All is built entirely from decades of accumulated and multiplied strength, leaving Monoma with what he calls a blank.
Neito Monoma could originally hold three Quirks at once with Copy, a number he has since raised to four or more through training.
