Overview
Eel, written Unagi in Japanese, was a close range Transformation Quirk belonging to Teruo Unagisawa. It appears in the fourth chapter of Vigilantes and the third episode of that spin-off's anime.
He no longer carries it. Experimentation by the Villain Factory pushed the ability into a new form, Electric Eel, which replaced the original outright.
Mechanics
In its baseline state the Quirk turned the user into a medium-sized eel and little else.
Trigger changed that entirely. Under the drug, Teruo became a large eel-like creature whose skin ran with an extraordinary amount of slime, and the coating did real defensive work: physical blows found no purchase and simply slid away.
The counter is straightforward once known. Anything that pulls moisture from the slime, with flour as the demonstrated example, strips the protection off and leaves him as open to a punch as anyone.
Notable Users
Teruo Unagisawa is the only person recorded with Eel, and only as a former holder. His surname carries the Japanese word for the animal. The ability is catalogued among the villain Quirks and the powers original to Vigilantes.
Electric Eel is the form the Villain Factory's tampering produced, and it is that successor Teruo carries from then on.
