An Emitter Quirk with medium-range reach, Electric Charge belongs to the villain Tesla. It appears in Chapter 17 of the manga and in Episode 13 of the anime, and its name comes from supplementary game material rather than the main story.
Mechanics
The power lets its owner harvest ambient electrical current and then bend that gathered charge to his will. Tesla fires the stored energy offensively, and he can also push it into the airwaves to jam electronic signals. Rival electricity users pose no threat to him, since powers of that family, Electrification included, simply do not hurt him.
The catch is supply. Without a dependable stream of electricity feeding him, Electric Charge loses its efficiency.
