Strongarm puts all its power in the shoulders. Kendo Rappa spins his joints at speeds no human frame should tolerate, converting that rotation into punches thrown faster and harder than ordinary limbs allow. The barrage is brutal, but it burns out within seconds.
Kendo Rappa carries this emitter Quirk, listed at close range and introduced in Chapter 142 before reaching the anime in Episode 72. The English dub renames it Power Shoulder, and the Japanese title translates roughly to "strong throwing arm."
The name points at the anatomy that matters. Nothing about the ability enhances the fists themselves; everything traces back to how fast the shoulders can turn.
The Quirk permits shoulder rotation at extraordinary speed and force, and that motion is what feeds the punches. What emerges is a strike that combines velocity and weight beyond what an unaugmented arm could deliver.
In practice Kendo throws them in floods rather than singly, chaining blows that are both blindingly quick and immensely heavy. The cumulative shock is the real weapon: he wore down Fat Gum, a Pro Hero whose Fat Absorption is built specifically to swallow impact, purely through the concussion behind his fists.
Kendo Rappa is the sole holder, and the drawbacks are as pronounced as the output. Keeping his shoulders spinning at superhuman rates wears his muscles out if he presses too long, a cost he tends to ignore, and the power can only be sustained for a handful of seconds at a stretch.
Raw force also has a hard limit. For all its violence, the barrage could not break through the Barrier Quirk fielded by Hekiji Tengai, a defense that simply refuses to yield to volume.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
The Strongarm Quirk belongs to the villain Kendo Rappa in My Hero Academia. It lets him spin his shoulders at extraordinary speed and force, turning that rotation into punches far faster and heavier than a normal arm could throw.
Kendo Rappa's Quirk is Strongarm, called Power Shoulder in the English dub, which powers rapid, punishing punches driven entirely by extreme shoulder rotation rather than enhanced fists.
Strongarm channels extraordinary shoulder rotation into a flood of fast, heavy punches, letting Kendo Rappa overwhelm opponents through the cumulative shock of repeated blows rather than any single strike.
Strongarm wears out Kendo Rappa's muscles if he keeps his shoulders spinning too long, so he can only sustain the ability for a few seconds at a time, and it failed to break through Hekiji Tengai's Barrier Quirk.
Kendo Rappa used Strongarm to wear down the Pro Hero Fat Gum through sheer accumulated impact, though the same barrage could not get past the defensive Barrier Quirk of Hekiji Tengai.
