Naruhata Lockdown Arc

This is the eleventh and last story arc of My Hero Academia: Vigilantes, following the Underground Masquerade Arc and running from chapter 95 to chapter 126. At thirty-two chapters and sixty-seven weeks of serialization it is the longest stretch the spin-off ever ran, overlapping in publication with the main series' Paranormal Liberation War Arc.

Koichi is wanted for his association with the explosion caused by Bee★Pop, which leaves him dodging the very profession he wants to join. Number 6 exploits the split between heroes, police, and vigilantes to launch Operation Anonymous.

Eizo Tanuma survives Number 6's attack but stays in critical condition. Kazuho Haneyama stabilizes without waking. Soga Kugisaki keeps a watch on her hospital and uses Midnight as a go-between with the police, while Koichi observes from a distance, unwilling to walk into another trap after Number 6 already infiltrated the force once. Naomasa Tsukauchi obtains a warrant and brings in Ingenium, Best Jeanist, Edgeshot, and Eraser Head to bring Koichi in when talks fail.

Number 6 launches his operation in phases: radio waves kill Naruhata's power and communications, drones called the Anonymous block the roads, then commit petty vandalism calibrated to unsettle the public without summoning All Might, then detonate themselves using Bomber cells to overwhelm the responders, while he slips into the hospital to finish Kazuho. Hero and vigilante stop chasing each other and turn to the civilians. Soga and Naomasa try to bait him into overusing Overclock, but he escapes, and Koichi refuses an order to fetch All Might and faces him alone.

Koichi discovers that a well-timed repulsion blast can cancel out an explosive punch entirely, and his years of reflexes make him a perfect foil, a variant fighter who stays a step ahead. Number 6 answers by transforming, first into the beast-like Hi-Crawler, then into pure plasma, and finally into a colossal figure shaped like All Might. Buried and broken, Koichi coats his whole body in his Quirk to float and develops the Knuckle Style. His past is revealed alongside it: a nameless boy with agnosia, taken in as a specimen by All For One and his doctor, Kyudai Garaki, permitted to pick the hero whose identity would define him, and haunted ever since by an O'Clock who was really an All For One vestige watching over him.

Knuckleduster resurfaces to save Koichi, though Soga has quietly disarmed the explosives meant to end them both. As the fight drags on, the citizens gather to cheer Koichi, and the delay in their evacuation drives Number 6 to burst into swarms of smaller bombers. Endeavor burns them, All Might sends them skyward, and the threat ends. Number 6's surviving body finds Koichi on a rooftop, ignores All For One's urging, scratches his cheek as a mark for the one person Koichi failed to save, and detonates for the last time, remembering Pop's song.

Naruhata suffers heavy damage but no civilian deaths, and only fragments of Number 6's body are recovered, leaving him unidentified. Koichi still faces punishment until Captain Celebrity and Makoto Tsukauchi arrive to claim him as a sidekick, with a contract Makoto's Polygraph proves he wants to sign. Kazuho, recovering, returns his All Might hoodie, and he puts it on despite insisting he is done with crime-fighting.

Koichi ends up in New York as The Skycrawler, kept out of Japan by the lawsuits and debt from the battle, his reception split between hero and villain and worsened by a botched interview after he saves a falling plane. Kazuho leaves the hospital and keeps in touch. Knuckleduster resumes his role in Naruhata. All For One, unable to find anything remarkable in Koichi's history and disturbed that such potential grew out of an ordinary civilian, takes inspiration from Number 6 and turns his efforts toward creating the Nomu.
