Kaina Tsutsumi

Once the Hero Public Safety Commission's secret marksman, Kaina Tsutsumi took lives on government orders until the hypocrisy of the work broke her. Freed from Tartarus and hunting Izuku Midoriya on All For One's dime, she instead found her way back toward the light she thought she had lost.

Appearance

Smoke drifts now and then from Kaina's right elbow, a leftover trace of the weapon she fires through it. Her build is powerful and full-figured, her skin fair, and her chin-length hair falls in indigo clumps threaded with pink, splitting at the forehead into uneven bangs that trail toward her shoulders. Pale gradient purple eyes with white pupils sit beneath heavy brows.

As a schoolgirl she wore her hair long and untidy, nearly to the waist, and dressed in a pale sailor uniform, pleated navy skirt, knotted green ribbon and a bluish cloth wrapped around her right elbow. Her years as a Pro Hero brought a high ponytail, brighter streaks and a dark sleeveless jumpsuit highlighted in navy, with green plating below the bust, a bulky utility belt and a blue scouter over one eye.

Out of Tartarus, she traded prison issue for a two-tone violet dress, sleeveless and loose to the ankles, cinched by a wide garnet belt whose side canisters hold her ammunition, finished with pointed zip boots. The Final War left her burned and scarred, wrapped head to foot in bandages under a hospital gown. Eight years on her hair reaches her shoulders and she wears round glasses with a purple dress.

Personality

Discipline defines her. Kaina is direct, cold under pressure and untroubled by hurting whoever stands between her and an objective, as Izuku Midoriya learned when a warning shot arrived with a promise to take him apart. Underneath the ice runs a lighter, almost casual streak, along with enough nerve to stand before All For One and remark that she once had him in her sights.

She began as an idealist who wanted to be a great hero. Her superiors trained that out of her, turning her into an assassin who erased villains and corrupt heroes alike, sometimes unjustly, people the Commission preferred to make disappear rather than send through the courts. The killings hollowed her out. She came to see the peace she guarded as brittle and dishonest, propped up on suffering the public never sees while the organization called it a service to everyone. The breaking point came with children who admired her: reaching to shake their hands, she saw the blood on her own and pulled back. When she hinted at leaving and her superior answered with a veiled threat, she killed him.

Cynical as she became, her instincts never fully rotted. Izuku noticed that her shot at Kai Chisaki was deliberately off, and that she could have fulfilled her contract without fighting at all. Watching him save both Chisaki and herself convinced her he was the real article. Words from Izuku and Hawks gave her the resolve to turn on the villains, and though All For One blew her apart from within, she stayed lucid long enough to give up his location. She joined the Final War regardless, warned that her condition could kill her, and spent her last strength sniping Tomura Shigaraki to buy Izuku time. Pardoned afterward, she chose to stay behind bars, wary of being exploited again, and was eventually released into a quiet life of her own choosing.

Abilities

Rifle extends a firearm from Kaina's right elbow, fed through an opening in her palm. She plucks strands of her two-toned hair, kneads them like putty and hardens them into ammunition, hollow points and curving shots among them, as tough as manufactured rounds and able to carry a recorded message that plays where they land. A tendril from the weapon curls up into a makeshift scope. Driving the output higher swells the barrel and speeds the shot, at the risk of a jam.

Her range runs to three kilometers and she hits at that distance without visible optics, undisturbed by darkness or heavy rain. She tagged Izuku from over a kilometer out at night in a downpour despite his enhanced speed and Danger Sense, and landed a hit while airborne with the rifle pointed behind her back. Snipe, whose own Quirk exists to improve his aim, concedes she outclasses him on raw skill. All For One acknowledged her, and Hawks told Izuku to drop everything and run if she ever had him lined up.

Air Walk, handed over by All For One as payment for the contract on Izuku, lets her hover and leap through open air, so she can shift firing positions and pursue a target. All For One also slipped her an unnamed Quirk that let him detonate her remotely, insurance against a change of heart. Her endurance carried her through that blast, a survival that startled the doctors at Central Hospital, though the scars never fully closed and firing tore them open again.
