Koku Hanabata

Yellow frames with purple-tinted lenses sit in front of Koku's small, delicate eyes and their dark blue irises. His nose is sharply angular, his eyebrows thin, and a modest mustache rests above his lip. He keeps his black hair fairly long and combed backward, though one strand always escapes to hang across his face.

His clothing is unremarkable office wear: a white dress shirt under a black blazer, finished with a black tie.

Koku presents himself as composed and even-tempered. Curious dying in front of him failed to rattle him; he turned the loss into fuel instead, leaning on his Quirk and his talent for manipulation to steel his comrades, which marked him a capable commander. Arrogance runs underneath that polish, and Spinner drew his contempt simply by suggesting the two of them stood on equal ground.

Devotion to Re-Destro and the Liberation cause defines him as it does the other MLA commanders. When Gigantomachia turned up in Deika City, Koku steered his fighters toward the grand commander in hopes of supporting him. Re-Destro's defeat and surrender shocked him, yet he took Tomura Shigaraki as his leader anyway, purely because Re-Destro had instructed it, and he told Skeptic that Re-Destro's will is Destro's will made present and therefore beyond question. The change of command drew no protest from him, though watching Re-Destro bow to new masters is hard for him to stomach.

Political Authority: His career in politics bought him pull inside the Japanese government and the wider public sphere, and heading his own party gave him unchecked command of it. The Hearts and Mind Party has since been dissolved.

Leadership and Charisma: He held a place among the reborn Meta Liberation Army's Top Commanders, a force numbering beyond one hundred thousand, and afterward took a lieutenant's post in the Paranormal Liberation Front. His ability to move a crowd is regarded as extraordinary: even after setbacks such as Curious being killed or thousands of Twice clones flooding the field, he could lift the army's spirits and keep it fighting.

Incite: His Meta Ability wraps an electromagnetic pulse around his voice. Anyone who hears him and accepts him as a leader worth following receives a sharp boost to body and mind. Volume drives the effect, so the louder he speaks the stronger the result, and the enhancement wears on the recipient's body. A Detnerat-built helmet called Sevens Loud, normally disguised as a pair of wristbands, carries seven amplifiers to extend his reach and volume.
