One Thing at a Time

Hawks reports to a board of liberation figures that includes Dabi, Himiko Toga, Twice, and Spinner, describing his work spreading Destro's message. Twice cheerfully admits he understands none of it and asks for lessons, which Hawks agrees to. Told that the Commission is busy linking the League to Deika City and that the next generation of heroes is back in training, Himiko lights up at footage of Izuku while Dabi dismisses the students as unimpressive. Dismissed, Hawks plants a feather in the doorway and overhears Himiko say that in four months Tomura will destroy everything. He judges a raid pointless for now: what matters is mapping the army's numbers across Japan so it can be struck all at once.

Endeavor finishes decoding the full message, which promises a signal before the four-month mark and reinforcements if Hawks fails. Remembering the Madam President asking him to give students experience, he realizes the work-studies exist because the Commission is quietly preparing for a war. He introduces himself to his three interns and, in the agency gym, asks each what they want. Izuku wants full control of his power and launches into an exhaustive account of wanting to switch between Blackwhip and Air Force, both of which demand output beyond the ten to fifteen percent he can currently sustain. Burnin, Katsuki, and Shoto lose the thread. Endeavor does not, and answers him point by point. Katsuki says he wants to find out what he cannot do, since raw force alone will not carry him past the top spot.

Shoto insists on speaking too, telling his father that he came as a beginner hero wanting to learn, not as his son, and that the person who inspired him was All Might. Endeavor absorbs it and starts the training. He explains that his agency covers rescue, evacuation, and combat rather than specializing, that he knows his jurisdiction well enough to move the instant anything happens, and calls this parallel processing. He challenges them to beat him to a villain even once over the winter. They fail on the first attempt, arriving after the arrest. Shoto works out that Endeavor propels himself with fire from his feet; Endeavor adds that he simply predicted the route. He hands Shoto and Katsuki an identical assignment, condensing and releasing power at maximum impact without thinking, tells Izuku to master Air Force before worrying about the secondary ability, and explains parallel processing as a habit anyone builds through repetition.

Hawks addresses the liberation leadership and leaves a feather to eavesdrop, learning that Tomura intends to destroy everything in four months. He resolves to catalogue the army's locations and numbers nationwide instead of attacking now, and reconsiders his earlier indifference toward training the next generation.

Endeavor completes the decoded warning, which adds a promised signal and a request for manpower should Hawks fail, and correctly infers the Commission's reason for restarting the work-studies. Hero Work-Studies: Round 2 begins for students across both classes.

Izuku demonstrates the limited wisp of Blackwhip he can control and explains his goal of alternating it with Delaware Smash Air Force. Endeavor understands the explanation where the others cannot. Shoto declares he is there as a hero in training rather than as a son, and Endeavor accepts that his opening toward him was imagined. Endeavor sets his challenge: capture a villain before he does, just once, before winter ends.

Assembled from four chapters and broadcast in Japan on July 10, 2021, with the dub on July 24. Merry-Go-Round and Believe continue as the themes.

The liberation meeting is heavily reworked. Re-Destro, Trumpet, and Skeptic have their faces obscured, the League members' faces only briefly so, Gigantomachia is absent, and lines from Skeptic and Mr. Compress are cut. Re-Destro's praise and Twice's request for help, staged in a hallway in the source, happen inside the meeting here. Scenes involving Tomura and the doctor are held back.

The work-study montage gains material: Shikkui and Itejiro join Yo and Tatami; Toru, Mina, and Yuga appear alongside Yoroi Musha rather than being merely mentioned, and Majestic makes an early physical appearance well ahead of his debut. Kamui Woods' upgraded costume also arrives earlier than in the source. Cut from the montage are Naomasa and Gran Torino visiting Kurogiri, Toshinori's ominous expression, Eri's growing horn, and Fuyumi at Toya's altar.
