A dognapping villain from My Hero Academia: Team-Up Missions who steals pets and sells them on, Madame Puppimil makes exactly one fatal misjudgment. The adorable little dog she pampers above all her others is Minoru Mineta in a costume, and he is not enjoying the trip as much as she thinks.
A flower rides above Madame Puppimil's right ear, tucked into hair that parts on the same side and falls the length of her back to the waist. She stands at moderate height.
Her wardrobe is pure theater. A spotted mini-dress sits under a cape trimmed with a fur stole, a second fur piece wraps her neck, and matching bands circle her arms and legs. Black tights and heels finish it.
Money is the whole of her motive, and she is callous about it, calling the animals she has stolen her little moneymakers. Charm carries the rest: two henchmen take her instructions without ever questioning one.
The exception to her greed is the dog she christens Fluffball. Where the rest of her stock is inventory, Minoru in his disguise gets doting attention, endless spoiling, and a promised makeover, which delights him and drives her henchmen into open jealousy. Even after the heroes and the police tear through her operation and turn every cage loose, she barely blinks; more dogs can always be stolen, and she intends to keep her favorite regardless. It takes Minoru climbing out of the costume in front of her to end the fantasy.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Minoru had been posing as Omochi, a puppy Class 1-A had taken in, as part of a scheme he called Operation Woof-Win to get into the girls' rooms overnight. He fell asleep in Omochi's travel crate and woke in a warehouse lined with caged dogs, carried off by two men who had claimed they wanted to adopt the puppy. Madame Puppimil, the boss of the operation, took one look at him, decided he was hers, put him through tricks, and buried him in affection while announcing that her Trimming Quirk would make him cuter still. Minoru concluded he had died and gone somewhere better.
The pampering continued until a bear crashed the hideout, and Minoru, furious at the interruption to paradise, drove it off. Impressed, Puppimil promoted her new pet to guard duty. That order put him face to face with his classmates, who had worked out that his abductors were villains and had let Omochi follow the scent, bringing Kenji Tsuragamae and a police team along with them. Minoru played along to buy them room.
With Puppimil away in the mountains picking flowers for him, her jealous henchmen tried to run him off, and Minoru instead sprang every animal in the building loose, using Anivoice, Koji Koda's Quirk, along with Omochi's nose. She returned to find her stock loose and her men in custody, and tried to slip away with Fluffball alone, promising him she had always liked him best and would give him every scrap of food, care, and attention he could want. Minoru jumped out of the suit instead, telling her he intended to be a cool hero adored by women everywhere rather than a villain's pet. Puppimil, reeling at the reveal, fell into a pit and was pinned to the branches by his Pop Off spheres, and Tsuyu Asui hauled her up once he had named her as the ringleader. Minoru walked off weeping blood over how hard it is to be a hero the ladies love. Puppimil and her men were arrested, and every dog went home.
Madame Puppimil is a dognapping villain in My Hero Academia: Team-Up Missions who steals pets to sell for profit, first appearing in Chapter 10. She calls her stolen animals her little moneymakers.
Madame Puppimil's Quirk is called Trimming, though it is never shown in use in the story. Its name suggests an ability related to grooming hair.
Madame Puppimil unknowingly kidnapped Minoru Mineta, who was disguised as a puppy named Omochi during a scheme of his own. She fell for the disguise completely and made him her favorite pet, nicknamed Fluffball.
Minoru Mineta freed every caged animal in Madame Puppimil's hideout using Koji Koda's Anivoice Quirk and Omochi's nose, drawing his classmates and a police team led by Kenji Tsuragamae to the scene. Tsuyu Asui pulled Madame Puppimil from a pit where Minoru's Pop Off spheres had pinned her.
Madame Puppimil and her henchmen were arrested, and every dog she had stolen was returned to its home.
