Naomasa Tsukauchi

People recognize him by the tan trench coat and the fedora that matches it, worn over a white collared shirt, a washed-out green tie, white gloves, and brown dress shoes. A black suit turns up occasionally in place of the coat. He is tall, his black hair is cropped short, and his black eyes have a squared-off shape.

The Paranormal Liberation War leaves marks. He grows out a light goatee, picks up bags under his eyes that read as chronic sleeplessness, and starts appearing in armored police gear. The goatee comes off once the Final War ends; the shadows stay. Eight years on, his bangs are cut a little shorter.

Earnest and hardworking, he built a friendship with All Might close enough that both secrets were handed to him, the inherited power and the ruined body behind the grin, at a time when barely anyone else knew. The two became confidants for each other, and Naomasa takes the job seriously enough that he handles the paperwork generated by All Might's endless accomplishments. He is also reluctant to call in that favor, seeing a personal contact used as police leverage as something that could compromise them both later.

On vigilantism he is rigid. Well-meant or not, it is illegal, which by his definition makes vigilantes villains, and he says so plainly. That does not stop him from being grateful when The Crawler helps defend the Tokyo Sky Egg against the Bombers, or from throwing procedure aside when his sister is among the thousands trapped there.

Makoto matters to him more than he lets on. As children he found her constant use of Polygraph on him irritating, especially when she used it to prove that his claims of hating her were lies, and her habit of needling authority still grates. They argue outright at times, as when she insisted Pop☆Step did not deserve the villain label despite the bombings and he told her to stop arguing for its own sake.

Underneath the rulebook he is willing to bend toward anyone who genuinely wants to help. He struck a temporary deal with Koichi Haimawari and Soga Kugisaki, two men he was actively trying to put in handcuffs, because Number 6 was the bigger problem. He grudgingly took intelligence from Stain before the Final War while complaining about the source. He cleared La Brava to assist the counter-force and, when a colleague voiced regret about it, argued that however far a person drops, the villain in front of you is still human and rarely beyond reach. He extended the same trust to Gentle, who had already defended his own prison against escapees, handing him the job of keeping the U.A. Flying Fortress in the air.

His career runs alongside the Naruhata vigilantes long before the main story. He worked to shut them down on principle while the results kept proving useful, and during the Sky Egg bombing he broke with procedure entirely, begging All Might to save the crowd inside with his own sister among them. He later shook hands with Koichi and Soga long enough to bring Number 6 down in Osaka, and during Operation Anonymous the police, the Pro Heroes, and the vigilantes ended up running the same case together.

In the main line he is present for the Kamino Incident, the pursuit of Kurogiri following the Shie Hassaikai affair, and the Jaku Hospital raid during the Paranormal Liberation War. He carries police work through the Final War as well, from the intelligence handoffs beforehand to the decisions about which reformed criminals get to help.

He is from Iwate, shares an April 4 birthday with Tomura Shigaraki, Recovery Girl, and Kesagiri Man, and lists baseball as his favorite thing. It is All For One who reveals the theft of a lie-detecting Quirk, one that reads hostility and deceit in speech, taken from an ancestor of Naomasa's; whether the detective carries any version of it himself is never confirmed, though Makoto has Polygraph. Early development gave him the surname Tsukanai, the code name True Man, and an unbuttoned suit with a vest and striped pants, and Kohei Horikoshi has said he originally meant him to be a spy under All For One's control, and wishes he had written him tougher and more cynical.
