Timothy Agpar

An elongated bald head, turquoise skin and outsized eyes give Agpar a look closer to alien than human, an impression his bushy whiskers do nothing to soften. He dresses formally, in suit and tie.

Where Star and Stripe was rash, her commander is measured. Agpar had long since made peace with how freely she ignored the rules and thought highly of her regardless, telling her that her spirit was what made their nation shine brightest.

He also has a conscience and the nerve to use it. Facing the American president, he rejected the idea of courting Tomura Shigaraki, unwilling to let Star's sacrifice mean nothing, and put his faith in heroes and the example they set for the generation coming up behind them.

After the Paranormal Liberation War left Japan's hero society in ruins, escaped villains running loose and both All For One and Tomura Shigaraki free, the chaos began spilling into other countries, the United States among them. All Might called abroad for backup, and Star and Stripe answered first, flying out to help him.

Tomura, riding a Nomu, intercepted her squadron before the rendezvous. She fought well and still lost ground, and she reluctantly had word sent to Agpar: the villain had outgrown Japan and become a threat to the whole world, so the tactics Japan would not use had to be used now, and he had to die. Agpar acted on it. He warned her the cost would run past her hero license, which she accepted without hesitation, then told her the strike was imminent and Japan had been notified, adding that her defiance of the rules was the source of their country's shine, and that if All Might could not finish this villain, she would surpass him. He called her Cassie.

The thermonuclear Tiamat cruise missiles came down, and Star wrung heavy injuries out of them, but Tomura survived, killed her, took her Quirk and escaped. Her death cost Japan its foreign support, with the United States and other nations pulling back to contain the collapse at home.

In Washington during the Final War, Agpar pressed the president to strike Tomura before their own country was lost. The president countered that America already sat deeper in the red than anyone else because of Agpar's actions, that their reports put Tomura beyond human control and untouchable, and that Star and the missiles had already proven it. Agpar grasped the real plan: appeasement, with rival nations racing to be first into Tomura's trust. He refused the notion of being ruled and stripped of everything, and when the president called it the nation's future, Agpar shouted that there would not be one. He produced a photograph, Cassie as a girl standing beside All Might, and mourned what she had died for and why she had followed the man. Children watch adults as they grow, he said, adults hold those children up, and each generation passes it forward. That is why heroes carry their power.

He followed the war on live broadcast, including All Might against All For One. When All For One dragged the beaten Symbol of Peace to U.A. so the world could watch him die, Agpar saw the American forces that had stayed behind attempt a rescue and lose every jet in the effort, and he grieved them. He prayed, as the whole world did, and Katsuki Bakugo answered by tearing All Might out of All For One's hands. Agpar's command over U.S. military action is what made the Tiamat launch possible in the first place, controversy and severe consequences notwithstanding.
