Yokumiru Mera

Beige hair reaches his chin and refuses to lie flat. He is lanky and middle-aged, dressed in black from shirt to shoes over a white undershirt, tie hanging loose, trousers matching. A microphone completes the picture, given how much of the job is speeches and commentary.

Small but unmistakable bags sit under his eyes, the product of chronic sleeplessness. Eight years past the Final War, the hair is cut much shorter, cropped to just above his ears.

Overwork has cost him sleep and he raises the subject constantly, which colors how he does everything: flat, unenthused, visibly counting the hours. At the Provisional Hero License Exam his only apparent goal is reaching the end of it so he can finally rest.

He is capable of considerably better. His closing speech about the next generation taking the mantle from their superiors landed, and he made a point of telling the students who washed out that remedial courses could still get them licensed.

The Hero Public Safety Commission employs him, and years before the exams he was assigned to supervise a teenaged Hawks while the Commission groomed its own Pro Hero agent. The two chatted often and got along, Yokumiru refined the advanced training himself, and his support carried Hawks through the morally gray assignments the job demanded. Succeeding there is why the Provisional Hero License Exam landed in his lap.

He opens that exam at Takoba National Stadium by informing all 1,540 examinees that he is exhausted and that the Commission is short on staff, then lays out the free-for-all first challenge, where only the first hundred to finish advance. He commentates as it unfolds, and the report that Inasa Yoarashi passed first after eliminating 120 candidates in a single instant startles him fully awake. At the close he shows the results and commends the effort while reminding everyone a provisional license is nothing like the finish line. Anyone who fell short in the second phase gets a choice: a remedial course, or another run at the exam the following April.

He supervises that remedial alongside Gang Orca, the two of them deciding to make it more interesting, and clears Camie Utsushimi to take it on the excuse of foggy memories after she was impersonated during the exam. Commentary passes to Present Mic, and later to Seiji Shishikura, while he supervises the rest of it as Katsuki Bakugo, Shoto Todoroki, Camie, and Inasa take on the children of Masegaki Primary School. When the Commission launched the Hero Work Recommendation Project to produce heroes faster, he was the one who brought it to Nezu and All Might at U.A.

When the Paranormal Liberation Front hit Commission headquarters, he was sitting in a meeting arranged to arrest Rikiya Yotsubashi, whose ties to the Front had been under watch since Deika. What arrived was a Double, which turned Stress loose on the room, damaging the building and killing or wounding agents and Heroes before dissolving. Yokumiru survived injured and held the President as she died. He served as acting president afterward, and Nezu's team cleared Hitoshi Shinso's unlicensed part in the final plan through him. Once the Final War ended, the now Quirkless Hawks took over the presidency and Yokumiru went back to being his close assistant, still working beside him eight years later as Hawks pushes for more Quirk education.
