Hero Public Safety Commission

Known in Japanese as ヒーロー公安委員会, the Hero Public Safety Commission operates as a law enforcement body charged with regulating how heroes and society deal with one another, and with pursuing the most severe criminal cases. It works alongside the Hero Association and the Police Force, entering the manga in Chapter 173 and the anime in Episode 53.

Deliberately, no heroes sit on its governing committee. Those seats go to ordinary citizens as a counterweight to hero influence. Its remit covers criminal investigation plus the administrative machinery of the profession, the Provisional Hero License Exam among them, held twice yearly in June and September, with licenses granted to whoever passes.

Resources never matched the mandate. Yokumiru Mera describes the Commission as short-handed, and the workload around exam preparation left him so drained that he could barely function as proctor.

Coordination is a core function. The Commission partnered with the Police Force to assemble hero units, the Hideout Raid Team during the Kamino Incident being the clearest case. It also handed sensitive assignments to individual heroes, most notably ordering Hawks to work undercover inside the League of Villains.

Public trust concealed something uglier. Protecting the image of heroes and holding the existing order in place justified a great deal internally, and the original President regarded staff as expendable, drawing operatives from society's margins to handle work nobody could acknowledge. As criminal heroes grew more numerous and better organized, that approach stopped working, so the Commission began enlisting Pro Heroes who could move openly against their own colleagues.

Kaina Tsutsumi was shaped for exactly that. Under the name Lady Nagant she killed corrupt heroes and villains in secret while maintaining a public persona, a double life that steadily wore her down. When she challenged the ethics of it and pressed for transparency, the President threatened to silence her permanently. She killed him instead, and the affair was buried.

His replacement, Madam President, took a different line. Rejecting execution, she had Lady Nagant sealed inside Tartarus, which kept her from leaking anything, kept her alive, and made her a warning against heroes turning on each other, the official story being that she had killed a colleague during a quarrel. Determined not to repeat the failure, Madam President settled on Keigo Takami as the replacement asset, taking him even younger and conditioning him toward a lifetime of service. He is implied to have carried out some of the organization's darker errands, though never on Lady Nagant's scale, and it sat badly with him throughout.

The Paranormal Liberation War ended the institution as it stood. The Commission summoned Rikiya Yotsubashi under the pretense of negotiating, planning an arrest, but the Detnerat executive who arrived was a Double manufactured by Twice. It struck back hard, gutting the structure and leaving the President dead before it dissolved at the moment of Twice's own death. Hawks reports the body essentially ceased functioning afterward, its leadership dead or maimed, leaving nobody able to process the paperwork foreign assistance required. Yokumiru held the presidency on an interim basis, and after the Final War Hawks took the office himself and pardoned Lady Nagant's crimes.

The original President ran the organization as a machine that consumed disposable people, ordered Lady Nagant's assassinations, and died at her hands.

Madam President succeeded him, imprisoned Lady Nagant rather than executing her, recruited Keigo Takami as a child, and died during the Paranormal Liberation War at the hands of a Double that Twice had created.

Yokumiru Mera is a chronically overworked Commission official who proctors the Provisional Hero License Exam, then later served as temporary President.

Kaina Tsutsumi, known as Lady Nagant, was a Pro Hero and Commission agent groomed into an assassin, jailed in Tartarus after killing the original President, and pardoned once Hawks took charge.

Keigo Takami, the hero Hawks, was raised by the Commission as Lady Nagant's replacement, infiltrated the League of Villains on its orders, and eventually became its president.
