Paranormal Liberation Front

The Paranormal Liberation Front grew out of an alliance that fused the Meta Liberation Army with the League of Villains, putting Tomura Shigaraki at the top as Grand Commander. It stood as the largest and most dangerous criminal organization in the country, and it drove the conflicts of two arcs, the Paranormal Liberation War and the Final War, before dissolving.

Structurally, the membership split into regiments, each color-coded, each built around a different specialty of warfare, and each handed to one of nine Lieutenants drawn from the elite of the two founding groups. Every Lieutenant kept three personal Advisers, considered the most capable people in their regiment. Those Advisers ran bases scattered across Japan and, by Hawks' reckoning, outclassed the average Pro Hero.

The merger followed the Revival Celebration, where Re-Destro's army tried to wipe out the badly outnumbered League and lost. Tomura's victory over Re-Destro, which flattened much of Deika City, convinced the Detnerat CEO that his opponent was genuinely liberated, so he handed over his organization along with the money and resources the League had always lacked. Skeptic recut the Deika footage into propaganda for unrestricted Quirk use, and Re-Destro presented Tomura to the assembled followers as the leader Destro's will demanded. The new name, chosen by Re-Destro and Spinner, existed to shed the villain label.

The Front's goal was the collapse of hero society itself, the society that had cast out its members for being different. Tomura submitted to four months of surgery under Kyudai Garaki to receive All For One's original Quirk, after which the organization intended to strike the country's critical infrastructure everywhere at once and wait for a panicked public to come to them. What the villains missed was Hawks, the No. 2 Hero, feeding the Hero Public Safety Commission everything he learned. Clues pulled from Kurogiri and a slip from Twice pinned Tomura's location to Jaku General Hospital.

The heroes struck first, hitting Jaku Hospital, the Gunga Mountain Villa, and over two thousand other sites simultaneously. Hawks killed Twice; Dabi burned his wings for it, then outed himself as Toya Todoroki on a live broadcast. Mirko reached Tomura's tank before he could wake and Present Mic destroyed it, but a severed cable restarted his heart anyway, and the Decay wave that followed gutted Jaku City. Gigantomachia arrived with the high commanders and levelled the surrounding cities before a sedative planted by the U.A. students dropped him. Mr. Compress freed Tomura and several Lieutenants, the Nomu dragged them clear, and the war closed with 16,929 soldiers arrested and roughly 132 still at large.

Even in defeat the Front achieved its aim. Heroes died in numbers, cities lay ruined, agencies closed under public criticism, and a Twice Double struck the Commission headquarters and its President. All For One then assaulted Tartarus through Tomura's body, recovered his original form, and cracked open Japan's other prisons, turning the country into a lawless stretch while Tomura's body finished adjusting. Killing Star and Stripe made the organization a global threat, though her sabotaged New Order Quirk cost him a week of recovery.

Rebuilt with jailbreakers and 15,000 Heteromorph recruits drawn in by the discrimination they had suffered, the Front made its final move. Yuga Aoyama chose the ground, and All For One warped an army onto it to take One For All from Izuku Midoriya. Neito Monoma's copied Warp Gate answered with an army of heroes, and Operation Troy caged the villains and scattered them across the country. Dabi's planned self-detonation, Himiko's ocean of Twice Doubles, and Skeptic's hacking all failed in turn. All For One rewound himself out of existence, Tomura's body shattered into ash, and the leaderless organization imploded.

Tomura Shigaraki held the title of Grand Commander, with All For One ruling through him in practice after the Tartarus break. The nine Lieutenants were Re-Destro, Trumpet, Geten, and Skeptic on the Meta Liberation Army side, and Twice, Dabi, Himiko Toga, Spinner, and Mr. Compress on the League side.

Supporting them were Gigantomachia, All For One's former bodyguard, who chose to serve the successor his master had named; Kyudai Garaki, who supplied the Nomu and performed Tomura's surgery; and turncoat Pro Heroes such as Slidin' Go. Three of the upper echelon trace back to the most infamous villains in the country's history: Tomura as All For One's successor, Re-Destro as Destro's descendant, and Mr. Compress standing four generations down from the Peerless Thief.
