Villain Factory

Villain Factory is a label coined by the Police Force, not a name the group chose for itself. It attaches to a criminal outfit notorious around Naruhata for its experiments on Quirks, and that outfit stands as the central threat of My Hero Academia: Vigilantes. Behind it sit All For One and Kyudai Garaki, both working toward a creature capable of matching All Might in raw power.

Everything the organization does feeds that end. Human experimentation, terrorism, and a long tail of lesser crimes are simply methods, weighed only by what they yield. The authorities know very little about the group, the general public has no idea it exists at all, and that obscurity is maintained with a strikingly small roster of active agents.

The operation starts with smuggled contraband, chiefly Trigger, a drug that amplifies a Quirk while eroding the user's judgment. All For One and the Doctor route supplies to their agents, who hand the drug out on the street at no charge. The rampages that follow, carried out by Instant Villains, are the point of the exercise: every incident generates observations.

Anyone whose transformation shows promise gets taken. Those subjects are put through bioengineering and modification, emerge as Next-Level Villains, and are turned loose in the city to be measured again. Kuin Hachisuka's Queen Bee lets the group manufacture a crisis wherever and whenever it likes, her bees dosing ordinary bystanders with Trigger on command. The Factory also fields the Bombers, mindless drones puppeted remotely by Number 6 and built around cells that let them explode, adaptable enough to carry multiple Quirks; a later, more human-looking batch called the Anonymous shares a hive-minded link back to him.

The results speak for the lab. Octoid, one of the modified, came close to killing Eraser Head while simultaneously holding off the Trigger-boosted Hotta brothers, Kirihito Kamachi, and The Crawler. Number 6 outclasses the retired Pro Hero O'Clock outright, landing ten strikes in the span where O'Clock managed four. Detective Eizo Tanuma is the one who connects the dots, spotting how closely the Factory's incidents resemble All For One's Underground Masquerade.

All For One leads the organization, with Kyudai Garaki supplying the science. Kuin Hachisuka, whose Queen Bee Quirk made mass Trigger dosing possible, is dead. Mario Kugutsu was arrested. Number 6, the group's own engineered product and its most dangerous asset, is likewise deceased. The organization itself is disbanded.
