
The Extreme Quiet Before The Storm spends its pages on goodbyes. Class 1-A moves out to a makeshift fortress, spies whisper inside U.A.'s own walls, and Izuku Midoriya and Ochaco Uraraka admit to each other that they cannot stop seeing the people inside their enemies.
In the evacuee residential area on the U.A. grounds, long after dark, operatives planted by All For One compare notes. Fresh orders have come down: unable to act openly, they are to stir up public argument instead, since U.A. knows Tomura Shigaraki will be ready inside a week and the goal is to have Izuku Midoriya driven out all over again.
At Heights Alliance, an exhausted Class 1-A comes back from searching. Tenya Ida tells everyone to turn in early, and Izuku wishes there were time simply to talk, since he never properly thanked Ochaco Uraraka. All Might then arrives with Naomasa Tsukauchi and Nezu to walk the class through the finalised plans for the second war. Across the city, that same briefing reaches Endeavor and Best Jeanist by way of Hawks and Ragdoll, while Shota Aizawa keeps his watch over Kurogiri.
Nezu informs the civilians the following day that four days remain before Tomura makes his move. Class 1-A thanks everyone at the entrance, Izuku noting he has been given plenty of time to pull himself together, and the students are ready to move out again. One of the planted spies sneers that Izuku has made things easy by leaving under his own power and that their mission is now certain to succeed. The students say their farewells to family and evacuees before departing.
Thirty kilometres from campus they regroup at Troy, a fortified structure that Ectoplasm, Power Loader and Cementoss put up to serve as their base. While the others move bags into temporary dorms, Izuku spots Ochaco standing alone outside and drops down to join her, both of them noting there was hardly anything to unpack anyway.
After a silence he thanks her for what she did. She brushes it aside and says she is just watching the city, then admits something strange: while she was shouting from that rooftop, Himiko Toga surfaced in her mind. During their rematch in the war, even after Ochaco told her what she believed was right, she saw how much sorrow that caused. Lives are gone and the city is ruined and forgiveness is far out of reach, yet Himiko is still a person, and Ochaco realises she knows nothing about her at all.
She says she stares at the ruins so she will not forget the damage and will stop entertaining such foolish thoughts. Izuku tells her he understands, because he saw a crying child inside Tomura, and though the battle cannot be avoided he cannot pretend that part is not there. That makes them both weird, Ochaco says.
Inside the dorms, Shoto Todoroki tells his friends he is grateful they are with him, and his thoughts drift to Toya, whose favourite food he realises he does not even know. Katsuki Bakugo guesses udon, and Shoto says he would not mind sitting his brother down for a meal one day. Outside, Ochaco declares with confidence that they will stop the villains. Later still, when the day of the operation comes, All For One sets things in motion.
All For One's spies turn out to be embedded inside U.A. itself, tasked with inflaming public argument until Izuku is forced out a second time. All Might, Naomasa and Nezu brief Class 1-A on the plans for the coming war, while the same information reaches Endeavor and Best Jeanist through Hawks and Ragdoll.
Nezu tells the evacuees that Tomura will be complete within four days, and Class 1-A relocates to the makeshift fortress Troy. Izuku finally offers Ochaco his thanks for the speech, and the two admit a shared wish to understand Himiko and Tomura, while Shoto voices the same about Toya. The operation's opening day arrives.
