Chapter 6+ Beta (Vigilantes)

Naomasa Tsukauchi makes the trip to Might Tower over in Roppongi, Minato Ward, and the top-floor receptionist tells him the wait should be short, since All Might is on his way back from Hokkaido. The broadcast overhead shows the reason for the trip: a cowboy-themed criminal going down, followed by a grateful farmer pressing milk and dairy goods on the Number One Hero, who samples them politely and excuses himself.

The tower's roof parts and All Might touches down into a scrum of reporters lobbing questions about world affairs. He begs off, leaves the business of the office to his staff, and disappears behind the Might Gate, a door nobody else can pass. Naomasa is ready to try again another day when he recalls the contingency Eizo Tanuma gave him. He returns to the desk with a note and asks after a Mr. Yagi, not realizing that Toshinori, All Might out of his hero form, is standing right there and hears every word.

The two settle into the building's cafeteria, where Toshinori presents himself as a clerk out of the Secondary Clerical Office at Might's Productions, a man whose portfolio covers All Might's private affairs. That the Symbol of Peace even keeps a personal life comes as news to Naomasa, who is duly impressed by the scale of the job. He lays out the recent Instant Villains rampages, and Toshinori advises that Heroes ought to move more carefully from here on.

Then the conversation starts falling apart. A cry for help reaches Toshinori's ears, and he steps away, changes form, stops a purse snatcher, and slips back with an apology. A hit-and-run pulls him out again. His hearing then delivers four crises at once: a steel beam about to drop, a Villain Bot rampaging, a bridge whose cables are giving way, and a cat stranded up a tree. He rescues the cat, catches the beam, and hurls the wrecked robot beneath the bridge to shore it up. Returning worn out and apologetic, he is undone by a single question from Naomasa about the cat. The identity is out. Toshinori returns the animal to its owner, comes back, and asks the detective to keep the secret, which Naomasa agrees to do.

Naomasa explains the Police Force's grievance: the law obliges every Hero to file detailed reports on their activity, and All Might's improvised rescues generate paperwork nobody has done. Toshinori concedes the backlog has grown past what he can manage alone, admitting he once had an exceptionally capable sidekick handling it who is no longer with him. He knows procedure exists for a reason, yet calls it madness to let unfiled reports stop him from saving whoever stands in front of him. Naomasa sympathizes but holds the line, warning that a Number One Hero seen shirking his obligations sets a ruinous example and could tip the public toward anarchy. Toshinori accepts the point.

The detective volunteers to take on All Might's reports himself, asking only that he be told about the unscheduled heroics. Toshinori gladly agrees and hands over his personal number. By the following day, cases are already piling into Naomasa's inbox, leaving him to wonder whether Eizo Tanuma had intended to offload All Might's burden onto him from the start. Serialized in Giga 4, 2017, the 19-page chapter was collected in Volume 3 under a revised title; it originally ran as Mr. Yagi, or Yagi-san. Cow Cowboy debuts, and Sir Nighteye, Best Jeanist, Ingenium, Present Mic and Eraser Head appear in flashback.
