Summary

Izuku Midoriya, then a second-year middle schooler, sits in the Tatooin Shopping District engrossed in a hero magazine carrying an All Might interview and a feature on the newest hero debuts. Katsuki Bakugo and two friends find him there. The long-fingered one snatches the magazine and jeers at him for still dreaming of heroism without a Quirk, which stings. Katsuki takes it, tosses it back, and remarks over his shoulder that dreaming is all a useless Quirkless boy can manage.

Privately, Izuku admits Katsuki actually has a real shot at the dream, yet he refuses to stop believing in his own. A strange column of smoke then rises between the buildings and shouts at passersby. A villain appears, apparently able to produce smoke, and uses his Quirk to lift wallets and purses from the crowd.

Izuku's instinct is to call a hero, but Katsuki lights up at the prospect of being the middle schooler who bagged a villain, convinced the feat would earn him a recommendation into U.A. High School. His friends try to stop him and fail. The villain answers his charge with a smokescreen. Katsuki notices the man's body converts to cloud, and grins, certain his Explosion Quirk gives him the edge. Before he can strike, the sky darkens.

A violent storm erupts out of nowhere. The winds knock Katsuki flat and the villain escapes in the confusion, after which the weather clears as abruptly as it arrived. Katsuki wonders whether the villain caused it, then gets up more determined than ever and gives chase. Izuku admires his fearlessness, but he is already realizing the villain's Quirk is something other than it appears.
