Gengetsu Hozuki is the Second Mizukage of Kirigakure and a member of the Hozuki clan, remembered as the mightiest shinobi of his era. Slain long ago in a mutual duel with the Second Tsuchikage, he is later reincarnated during the Fourth Shinobi World War, where his water techniques and cheerful arrogance test Gaara and Onoki.
Tall, slim, and fair-skinned, Gengetsu carries a distinctive face marked by long blue eyes, blond hair combed straight back, and a triangular goatee paired with a thin moustache. He has no eyebrows at all, and deep creases run down either side of his mouth. His usual dress is a grey, high-collared kimono with long sleeves, patterned in the fine pin-stripes common to Kirigakure's ninja, worn over a dark green suit with a matching sash at the waist and sandals that rise to his calves.
Gengetsu is relaxed and jovial by nature, so carefree that he forgets even major moments of his own life, including the fact that he and Mu had killed one another, until Mu jogged his memory after their revival. He is charismatic and quick to praise, though he carries a streak of the bully, and he warms instantly to any promising shinobi no matter their age or home village. Beneath the easygoing manner he genuinely cares for the fighters of his own village and dreads having to face them once reincarnated, and he holds a firm sense of honor, snapping at Mu for even suggesting underhanded tactics. His rivalry with the Second Tsuchikage runs deeper than almost anything, valued above his own survival, and he takes such a shine to Gaara that he keeps calling the young Kazekage a golden egg. The anime adds a short fuse about his sparse facial hair, which he answers with death threats until an apology smooths things over.
As the Second Mizukage, Gengetsu stood as the strongest shinobi Kirigakure could field in his day, powerful enough to kill the Second Tsuchikage even though the exchange claimed his own life. When reincarnated, he openly told much of the Fourth Division how to beat him and still overwhelmed them, dispatching whole groups with a single kick and tearing free of Gaara's sand. He wielded an unspecified kekkei genkai and, since the office traditionally passes to the village's finest swordsman, is presumed to have excelled at kenjutsu, and he could transform his chakra into water, fire, lightning, and earth natures along with both Yin and Yang Release.
His signature element was Water Release, fitting for a Hozuki. He could liquefy his whole body and reform it at will through the Hydrification Technique, and he fired piercing water bullets from his fingertips strong enough to punch through a sand clone. The fluid in his body was actually a blend of oil and water, which let it seep into and crumble Gaara's sand rather than simply soak it. From that substance he shaped his Steaming Danger Tyranny, a small clone whose oil coating heats as it moves, boiling the water within until the built-up steam bursts it apart, only for the vapor to cool into hail and reform, an endless chain of explosions he called his infinite explosion ninjutsu. He could also summon a Giant Clam whose mist he combined with his Yin Release genjutsu to weave flawless mirages, hiding his true position so convincingly that the only way to break the illusion was to destroy the real clam. During the war his reincarnated form pushed Gaara and Onoki to their limits before the pair finally sealed him, and once the reincarnation was undone his soul returned to the afterlife.
