Dark eyes, spiky brown hair, and a modest goatee round out his look. His right eye stays shut at all times, though whether an injury or simply a habit accounts for this is never made clear.

Relaxed by nature, Hikaru tends to let details slip his mind, often neglecting to pass on information he had meant to share with others. People accuse him of being a showboat who enjoys the spotlight, yet nobody disputes that he puts in genuine effort and works hard at his job.

During the countdown to the Fourth Shinobi World War, Hikaru announces to the passengers that their ship has reached its destination. He compares the Island Turtle to the perilous training ground back in Konoha and reassures everyone that its beasts remain docile so long as they are left undisturbed. Before he can warn the group about the hostile squid lurking in the surrounding waters, one of the giant creatures attacks. Killer B appears in his Eight-Tails form to beat the squid back and save Naruto, and the delighted captain explains to a confused Naruto that B's peculiar enka-style rapping is just his own personal flair.
