Kagura

Petal-shaped tattoos trail down the left side of her face, her waist, and one leg, marking her at a glance. Her white hair is gathered behind her with a jingling, many-colored cord strung with bells, and up close her eyes shine an icy blue. She favors a skimpy red ensemble that bares her stomach and limbs, finished with matching high heels. A retired Anbu sword rides against her leg for occasional use, though she prefers her knives, and early on she hid her face behind her old squad mask before eventually casting it aside.

Hunger for the Hokage seat drove nearly everything she did. She saw apprenticeship under Tsunade as the shortcut to that power, and the refusal curdled into lasting resentment toward the Leaf. Colleagues meant nothing to her, and that cold indifference to their welfare was the very reason Tsunade turned her away, which in turn cost her the ambition she prized most.

Years before the game's events, she served in the Anbu while quietly aiming for the Hokage title, hoping Tsunade would take her on. The rejection sent her fleeing the village, and she spent the years afterward nursing a grudge. She resurfaces alongside Bando, masked so no one can name her while he speaks on her behalf, and a clash with Naruto and Kakashi finally knocks the disguise loose. Recognizing an old squadmate, Kakashi identifies her, but she and Bando only laugh off Gaara's demands and vanish.

Operating from within the Leaf, she pushes her plot forward until Towa and Komachi corner her in the Pillar Room, where she overpowers them and reveals her true aim: payback against Tsunade. Kakashi and Sakura intervene, only for Kagura to spring the same illusion that had plagued the village, forcing a hypnotized Sakura to press a blade to her own neck. Tsunade arrives in time to drop Sakura and take the fight herself, wearing Kagura down until she breaks. Hearing at last why she was never accepted, Kagura admits her regret and slips away by teleportation just ahead of Naruto's arrival. In combat she guides knives along chakra strings linked to her gloves, whipping them at foes from range.
