That fixation made him ready to abuse his Anbu authority, staging attacks on figures like the Fire Daimyō and the councilman Homura Mitokado simply to keep his branch's budget safe. Even after Kakashi Hatake and others traced the disturbances back to him, he stubbornly pressed on, unable to bend when wisdom demanded it.

His greed colored how he viewed everyone: he sneered at the children's mental-health clinic run by Sakura Haruno and Ino Yamanaka for treating patients cheaply rather than milking them for costly prescriptions, an attitude that earned the contempt of medics such as Shizune. His dream reached further still, a private military firm selling artificial Sharingan and tailed-beast drugs both to wage wars and to ignite them, guaranteeing endless profit. Captured and facing prison, he stayed indifferent, trusting his associates to carry the scheme forward.

Kido's father poured every earning into Academy tuition, hoping to lift his son toward a better life, and even skimped on his own medicine to fund it, a sacrifice that killed him and left Kido determined never to be poor again. The boy did grow into the gifted shinobi his father imagined, strong enough to catch Danzō's eye and win a place in Root, where he eventually managed the group's finances and reputedly laundered and tracked the money behind its off-book operations. When Root dissolved after its leader died, Kido stepped up as an Anbu executive.

He and his men later gathered Sasuke Uchiha's hair so Magire could brew a chakra-boosting compound meant to grant an artificial Sharingan. Peacetime budget cuts after the Fourth Shinobi World War threatened his income, prompting him to manufacture security scares involving village VIPs. During the events of the Sakura Hiden novel he abducted Sakura Haruno as bait for Sasuke, only to be beaten by her, hauled back for interrogation by Ibiki Morino, and left to an assumed prison sentence after confessing he had harvested Naruto's genetic material.
