Toroi was a celebrated Kumogakure shinobi whose Magnet Release kekkei genkai and arsenal of square shuriken made him a feared fighter. His renown led Kabuto to reanimate him for the Fourth Shinobi World War.
Tan-skinned and broad of face, Toroi had a sharply defined look built around a pronounced cleft chin and thick sideburns dropping from his medium-length, dull purple hair. He wore Kumogakure's usual uniform and forehead protector with a long scarf looped about his neck, and he was almost always shown clenching a sealing scroll between his teeth.
His profile paints him as a measured man, cautious and careful, and given to discretion in how he operates.
Toroi's skill earned enough fame in his lifetime that Kabuto Yakushi later reanimated him to fight for Akatsuki in the Fourth Shinobi World War, and even his own partner admitted he could not match him. His weapon of choice was a set of distinctive square shuriken in assorted sizes, kept sealed inside a scroll; to leave both hands free he fought with that scroll gripped in his mouth, and he would thread large numbers of the blades along a rope so a single swing could launch them all at once. Underpinning this was the Magnet Release kekkei genkai, which let him magnetise his metal tools so that any object they struck turned magnetic in turn, drawing further metal toward the target and sharply improving his follow-up strikes, though the pull weakened with each transfer.
Once reincarnated he was mobilised with Gari, Pakura, Haku, and Zabuza, then broke off to stalk the Suna pair Musai and Nonota. Despite a warning about his technique the Suna-nin fell victim to it, and as Toroi readied still larger shuriken, Naruto ambushed him with a Rasengan and the recovered Suna-nin sealed him away. When the Impure World Reincarnation was finally undone, his soul returned to the afterlife.
