Urashiki Otsutsuki was a low-ranking member of the Otsutsuki clan's main house, sent to back Momoshiki and Kinshiki in tracking Kaguya and harvesting the God Tree's chakra. Sly and relentless, he became a lone hunter of tailed-beast chakra who chased his prey across dimensions and even into the past.

Appearance

Urashiki sported unkempt, spiky greyish-blue hair gathered into a ponytail, and like his kin he bore brown horns that curled from the back of his skull around toward the forehead with a narrow gap between them. The clipped eyebrows of Otsutsuki nobility completed the look. He dressed in a pale long-sleeved suit worn under a sectioned apron and bound with a sash. Boruto's Rasengan later shattered most of his right horn.

In a final gamble he devoured his stockpiled chakra along with both of his eyes and warped into a nightmarish bird-like being. His fingers stretched into long talons, his ragged sleeves served as wings, and his eyes turned gold while a golden Rinnegan surfaced on his brow. Black uneven markings crept across his face and legs, his hair grew long and wild, and his horns splayed out like a pair of wings.

Personality

Set against his stern companions, Urashiki was the loose, playful one, happy to crack jokes at Momoshiki and Kinshiki's expense and needle them for taking everything so seriously. That levity never overrode his loyalty, though; bound by clan law, he immobilized Toneri rather than kill him because he lacked permission to slay a fellow clansman. He shared his relatives' contempt for humans yet, unlike them, would readily praise an opponent who impressed him, admiring Mitsuki's sage chakra and Sasuke's power alike.

Beneath the easy manner lurked real cruelty. He mused about killing bystanders just to pass the time, and when a fight slipped from his grasp he flew into a rage, branding Naruto, Jiraiya, Boruto, and Sasuke mere monkeys and resorting to eating his own eyes for more power. His grudge against Boruto for snapping his horn festered, even as he deliberately ignored that the boy carried Momoshiki's Kama.

Despite his junior rank, Urashiki could take on two Kage at once and keep the advantage, outmatch Jiraiya of the Sannin, and subdue a weakened Sasuke, his raw strength enough to crush an iron kettle in one hand. His signature weapon was a flexible fishing rod of chakra whose extending line and hook could punch through defenses and bodies to siphon a target's chakra into his gourd, after which he could reproduce that person's techniques. Stolen chakra gave him sand from Gaara, rapid healing from Kurama, and a widening arsenal of nature transformations, from lightning and wind to fire, earth, and the shadow-binding and genjutsu of Yin Release.

His eyes made him deadlier still. A Byakugan granted him near-panoramic sight, x-ray vision, and a read on the chakra pathway system, letting him see through almost any tactic. He could also turn both eyes into Rinnegan: the red, six-tomoe form powered Yomotsu Hirasaka to slip between dimensions, while the blue, tomoe-less version let him rewind a few seconds and, by repeating the trick, exploit foreknowledge of the immediate future. Once he consumed those eyes, that power fell away as the price of his transformation, which sent his speed and might soaring and let him shrug off a Rasengan bare-handed.

Across the Versus Momoshiki, One-Tail Escort, and Time Slip arcs he stalked the tailed beasts one by one, draining Gaara, Mitsuki, Mirai, and others before seizing the relic Karasuki to travel back and steal the Nine-Tails from a young Naruto. His hunt finally ended when Jiraiya's toad-stomach poison worked faster on him because of his repeated time-rewinding, and Naruto and Boruto's combined Parent and Child Rasengan tore through his last attack and destroyed him. Afterward the Five Great Shinobi Countries scavenged his remains and puppets in hopes of understanding the clan.
