Descriptions paint him as devoutly religious and given to indulgence. He is also notably stingy: he slashed the budget of Sunagakure, the ninja village within his domain, and farmed out much of its work to the cheaper Konohagakure. The move made him deeply resented among Suna's people, who came to suspect he meant to be rid of them.
His unpopularity in Suna hardened after he trimmed the village's funding and shifted its assignments to Konoha, leaving many convinced he wanted the settlement gone. That resentment fed Sunagakure's decision to join the Konoha Crush, an attempt to frighten the daimyō by laying waste to the Leaf. By the time of Part II he had, for reasons left unexplained, been replaced by a different lord. Databook notes record a taste for rare, extravagant dishes and a dislike of shiitake.

The Wind Daimyo's funding cuts and the resentment they caused among Sunagakure's ninja helped push the village into joining the Konoha Crush, an attack meant to intimidate him by destroying Konohagakure. His unpopularity at home was a key factor behind Suna's decision.
By Part II, the first Wind Daimyo had been replaced by a different feudal lord for reasons that are never explained. His successor, the second Wind Daimyo, is the one who appears at the summit of the five nations.
