The second Wind Daimyō holds the seat once occupied by his predecessor as ruler of the Land of Wind. He surfaces mainly at the five-nation summit and through the war, giving guarded consent to the shinobi alliance before the world falls under a vast illusion.
He is a heavyset man with narrowed, squinting eyes. His nose looks small and unremarkable against the breadth of his face, and he sports a thin moustache with a little pointed tuft of beard on his chin. A necklace bearing a white, sphere-shaped charm completes the look.
The Wind Daimyō is a wary sort. At the summit he holds back over the danger posed by the figure claiming to be Madara Uchiha at Akatsuki's head, and once sheltered during the war he is quick to grumble about his cramped quarters.
When the feudal lords of the five great nations convened, he was the third of them to agree to formally establish the Allied Shinobi Forces, uneasy all the while about the Akatsuki leader posing as Madara Uchiha. He was afterward moved to a safe house alongside the other daimyō, where he complained of the tight space.
The five spent a night on mahjong and cards until fatigue set in; woken by a messenger reporting a fierce light in the dark, they were all seized by the Infinite Tsukuyomi. He was freed only when Naruto and Sasuke brought the Fourth Shinobi World War to an end.
