Appearance

Yagura looked youthful for an adult and stood notably short. His grey hair was short and unruly, falling across the right of his face and jutting up on the left, above pupilless pink eyes; a stitch-like scar traced from beneath his left eye down his cheek. He wore a grey sleeveless shirt fitted with the Kiri forehead protector, short-sleeved mesh armour, and a green poncho, with a turquoise sash at the waist, a matching apron over his trousers, and brown boots. He was rarely without his Claw Club, a staff-like weapon of uneven hooks bearing a green flower on its larger end.

In manner Yagura came across as formal and composed, almost diplomatic, welcoming Naruto on behalf of every jinchūriki and tailed beast. Beneath that poise ran a livelier, prickly streak: he bristled when Naruto took him for younger and weaker, proud as he was of his standing as a Mizukage, and he could turn talkative and nosy, needling Naruto about kissing Sasuke. Under the control of Obito's genjutsu, however, he became a feared despot, merciless toward anyone he branded a traitor and utterly without tolerance for dissent.

History

As a boy Yagura endured the village's savage graduation, in which academy students were made to kill one another. After Isobu was sealed into him, he learned to command the beast and became only the third person ever to fully master a tailed beast, and as Kirigakure's strongest shinobi he rose to Fourth Mizukage. His weapon was the Claw Club, hinting at real skill with staff and blade, and he folded it into Water Release, conjuring mirrors that turned enemy attacks back on them; his jinchūriki forms let him wield Isobu's tails, the Coral Palm, and the Tailed Beast Ball.

In truth a masked man claiming to be Madara Uchiha seized control of him, and through Yagura ruled the Hidden Mist, driving the crimes and terror that fixed the Bloody Mist name; Zabuza Momochi's failed coup grew out of that oppression. Only when Ao's Byakugan broke the genjutsu did the hold end, an act that proved fatal to the Mizukage soon after. He fathered a child before dying, an ancestor of Kagura Karatachi.

Kabuto later reincarnated him for the Fourth Shinobi World War, and Tobi reshaped the revived jinchūriki into his Six Paths of Pain, fitting each with a Sharingan and Rinnegan. Within the shared mind of the tailed beasts, Yagura thanked Naruto before his soul returned to the afterlife. His memory stayed dark for generations, so hated that his descendants dropped his family name to escape the association.
