The New Team 7 Jumps Into Action

Under cover of night, Isari leads a fleet toward Kirigakure alongside an allied governor, both men longing for the calm sea to churn back into chaos. In Konoha, Kawaki is formally slotted into Team 7, and their first assignment together is to guard Katasuke on his trip to Kiri for the reveal of a new power system, with secret orders to look into a possible terrorist threat during the event. Seeing the ocean for the first time on the train ride leaves Kawaki awestruck, though the boat crossing quickly turns him seasick.

Katasuke explains that the Land of Water owes its recent boom to overhauling its energy grid, and that he is one of several foreign specialists invited to the opening of the newest plant. The orator unveils Shinonome 1, an offshore facility, one of eight raised over a decade, that draws power from the sea while also calming its rough currents. Among the dignitaries is the Land of Lightning's daimyō.

Katasuke keeps wandering off to fawn over gadgets, which makes the team late and leaves only him admitted to the ceremony. Boruto peels away to look for Kagura and stumbles onto protesters opposed to the plant. He learns Kagura now answers directly to the Mizukage yet has chosen to serve as a prison warden, and after being searched, Boruto reunites with him inside. Kagura reports that Shizuma broke out and killed the previous warden, that Hassaku and Ichirōta were recaptured, and that he took the post believing Kirigakure grows only by nurturing its people.

Touring the cells, Kagura shows Boruto the highest-security block, where Araumi Funato, head of a pirate clan that plundered the seas and abducted many before his capture five years earlier, hangs suspended above a scorching glass dome, any moisture a lethal risk. As Chōjūrō arranges to fly the guests out to Shinonome 1 by airship, the first craft lifts off packed with wealthy industrialists, then crashes and bursts into flame. Kawaki shields his group from the debris while Isari looks on from a sea cliff.

The episode opens the Great Sea Battle of Kirigakure Arc and introduces the Funato clan as the arc's antagonists. Sarada notes early on that Team 5 is also operating in the Land of Water.
