The Puppet Ninja Force is a vast mechanical army assembled by Mukade, the antagonist of the film set in the ancient city of Rōran. Traveling back through time twenty years into the past, Mukade insinuated himself into the kingdom as its minister under the name Anrokuzan and tricked the reigning queen into granting him access to the Ryūmyaku chakra. With that limitless power source at his disposal, he quietly manufactured a puppet brigade meant to help him seize control of the world, kidnapping and enslaving men from countless cities to labour in his factory and churn out the army.
Fuelled by the Ryūmyaku, Mukade could command an enormous host of these puppets. The first models Naruto encounters are sleek constructs that fly on jet boosters mounted to their legs, fire kunai from their hips like guided missiles by way of chakra threads, and conceal a muzzle in the mouth that unleashes a chakra laser. Their arms carry varied weaponry, from a five-barrelled cannon to spinning three-pronged buzzsaw claws and a double-headed hammer, and bulkier cloaked versions guarded the queen Sāra as bodyguards. The mass-produced units from the factory sport retractable wrist blades and rain senbon from opening chest plates like machine guns. Mukade can reassemble shattered puppets, fuse them into a giant construct that doubles as a chakra-draining prison, or bond the pieces to his own body to grow larger and stronger. Six years after his arrival, Naruto reaches Rōran and is set upon by the puppets, only for Minato Namikaze to save him. Once the successor queen Sāra learns the truth and cuts off the Ryūmyaku feeding the factory, Mukade declares the army finished and turns it loose. Naruto smashes many of them, but Mukade rebuilds the wreckage into a colossal prison to trap him, then regenerates into a spider-like puppet after Naruto breaks free. Minato returns alongside Chōza Akimichi and Shibi Aburame to destroy the surrounding puppets, and in a final gambit Mukade merges with every puppet in his army to become an invincible, centipede-shaped giant. When Sāra shuts the Ryūmyaku down again, his invulnerability fails, and Naruto tears the massive body apart with the Supreme Ultimate Rasengan. Beaten, Mukade dumps the remains of his puppet body into the chakra pool, collapsing the chamber in a last attempt to drag everyone down with him.
Mukade, ruling Rōran under the alias Anrokuzan, is the creator and sole controller of the entire force, ultimately fusing himself with it. The rest of the army consists of the mechanical puppets themselves rather than individual ninja, and their designs draw inspiration from the Dogū, the humanoid clay figurines of prehistoric Japan.
