Recalling Sasuke's old claim from their first Valley of the End battle, that two elite shinobi can trade their true feelings through their fists, Naruto again urges him to stop. When Naruto challenges how his revolution could keep the shinobi world from repeating its mistakes, Sasuke answers that he will oversee it forever through his own reincarnations.
Convinced that with the outside threat gone the Five Great Shinobi Countries will inevitably turn on one another, Sasuke ignores Naruto's insistence that the nations have already changed. He then summons the satellites in which he sealed each tailed beast and begins feeding their chakra into his Susanoo.
Declaring himself the strongest being alive, Sasuke lets his Susanoo reshape into a more humanlike form, while Naruto produces three shadow clones of his Tailed Beast Mode. Sasuke swats the first attack away and hurls one clone crashing to the ground. As he readies another arrow, Naruto merges his two surviving clones into a single avatar bearing three heads and six arms, all while the clones below draw in natural energy.
With both fighters set to unleash their attacks, Naruto reflects that he had always longed to defeat Sasuke, but never the Sasuke standing before him now, and the two once more let their blows fly.
