Appearance

Balzac wears his black hair long and smooth and lines his eyes with blue shadow. His high-collared Marine cape swaps the usual justice slogan for one reading perfect justice. The jacket beneath it runs long and showy, glinting with gold, dark blue, and light blue motifs that leave his chest bare, its lining and cuffs picked out in white. Blue trousers, tall tan boots, and a blue collar round things out, and his sword hangs at his left side.

Vanity drives Balzac, who makes his underlings comb his hair and raise a mirror before him. The obsession fits his perfect-justice motto, an urge to make everything in reach flawless, his own looks included. He is also given to striking poses as though a camera were trained on him.

History

Balzac's rank as Vice Admiral gives him authority over the lower ranks, and two officers, Comb and Glass, serve at his side. He ate a Paramecia fruit called the Basu Basu no Mi, which lets him turn whatever he touches into an explosive, and he handles a rapier deftly enough to hold off both officers together. Electronic collars let him capture pirates and keep his Prisoner Unit obedient, and, as every Vice Admiral does, he can also call on Haki.

He built the Prisoner Unit out of inmates and guards drawn from Impel Down, then mapped out a scheme to bring down the Straw Hat Pirates. Together with Comb and Glass he rigged a trap on Maze Island while the crew was bound for the Pirates Festival, ringing up Admiral Kizaru to share the plan before the confrontation. He led his officers and the unit into the fight, only to be downed when Luffy switched into Gear 4 Boundman and connected with his King Kong Gun.
