Appearance

Lean and of unremarkable height, Billy has peach-toned skin, purple hair, and heavy brows over slanted eyes. A big nose, sideburns, and a scattering of wrinkles fill out his face. On the job he wears the regulation Marine chef's kit: a white toque rimmed in blue, an outfit cut like a classic sailor suit with matching blue trim along the collar and cuffs and four buttons down the right, the Marine emblem on the left sleeve, and a loosely knotted blue necktie. A long white apron hangs to his ankles over blue trousers tucked into black boots.

Billy is sure of his cooking and carries a competitive streak, so much so that he threw himself into a contest against Luffy and Sanji without any idea who they were. Losing to Sanji left him regretful, since in the heat of the rivalry he had forgotten cooking's golden rule about making full use of every ingredient. He also walks in fear of Jessica.

Cooking for a thousand men day after day has given Billy a broad skill set and deep practical know-how, and he showed real speed turning out an enormous spread during the contest, though that volume only came together with his fellow Marine cooks pitching in.

He first appears preparing meals beside the other G-8 cooks. When Luffy and Sanji wandered into the kitchen, Billy and the rest, Jessica included, mistook them for the Marley Brothers and challenged them to a culinary showdown to settle which side cooked better, a contest the G-8 crew lost. Later, on learning the pair were really pirates, the cooks ambushed them. Billy is afterward seen back at the stove grumbling about Jessica's growing irritability, then begging her to let the kitchen adopt Sanji's recipe to satisfy complaining Marines; once she agreed, he cheered and returned to work. When word spread that the Straw Hats had been snared in Navarone's nine o'clock trap, he dashed outside and watched in awe as they escaped the fortress.
