Bluegrass is a tiny, heavily wrinkled elder whose blonde hair sits in a bowl cut gathered into pigtails. Her wardrobe mixes a yellow blouse, flowery trousers, a necktie, sunglasses, and headphones. Following Marine custom she lets her coat hang from her shoulders, though hers is distinguished by orange cuffs.

Military might matters greatly to her, and she places her subordinates' safety high on her list of concerns, even going out of her way to free captured allies when it is not strictly urgent. Losing valuable Marine assets to an enemy frustrates her, and she prefers sparing such equipment from harm. She regards giants as formidable, troublesome foes, an opinion shaped partly by her knowledge of Jaguar D. Saul's old strength during his service.

Her rank grants her command over lesser Marines. She consumed the Nori Nori no Mi, a Paramecia fruit that lets her seize and steer anything she mounts, including a Pacifista Mark III she overrides simply by riding its back. The anime additionally shows her using Geppo to travel from her warship to Egghead, and as a Vice Admiral she possesses Haki. Bluegrass joined Jaygarcia Saturn, Kizaru, and eight fellow Vice Admirals in the fleet that encircled Egghead, first directing her men to release the captive Cipher Pol agents. She hijacked a Pacifista to fire on Jewelry Bonney, only for Sanji to whisk Bonney away, then commandeered a Sea Beast Weapon alongside Doll to confront the Giant Warrior Pirates. She blasted a laser into the giants' ship before Bonney reduced both her and Doll to children, an outcome she marveled at. She later watched Saturn's body crumble to a skeleton during the Vice Admirals' meeting.
