Appearance

Styled like a circus ringleader, Breed wears a fur-lined blue jacket atop a blue-and-white ringmaster's costume, topped with a green monocle and a red bow tie. He has an ordinary build, with broad shoulders set above slender arms and a squared jaw. His features include curly brows, a black mustache and goatee, prominent teeth, large earlobes, and purple eyes. Drawing out his true power turns his hair purple.

Haughty, self-serving, and brutal, Breed obsesses to the point of madness over converting people and beasts alike into his obedient "pets," insisting on absolute submission and erupting in fury whenever defied. He readily whips those who resist and regards friendship with bitter scorn, the legacy of a crew that once turned on him and cast him aside. The animals he controls he treats as expendable tools, the Sea Animal Pirates among them. Strangely, he develops a smothering, babying attachment to Chopper's Brain Point, calling him "Chappy" and forcing him into degrading frilly outfits. Humans he loathes for their defiance and favors beasts for their compliance, plotting to use Caesar's SMILE fruits to remake all of humanity into animals under his rule. His laugh, "Petotototo," derives from his fruit.

Breed comes nowhere close to the strength of Worst Generation figures such as Luffy and Law, but he is cunning and opportunistic, turning the bodies of those he enslaves against his foes and snaring enemies when their guard drops. He ate a Paramecia-type Devil Fruit, the Peto Peto no Mi, which lets his hands secrete a green gel; flinging a glob forms a collar that cannot be removed, compelling its wearer to obey any order they actually hear. The collars work on people, land beasts, and sea creatures alike, so he can raise an army, pin down opponents, and even drive captives to fight one another until death. He is likewise able to order any victim, himself included, to push their body to its limit, and he keeps a whip for punishment. Cast adrift after his own crew mutinied, Breed came upon the Sea Animal Pirates, a band under a Kung-Fu Dugong's command, and bound them into pets. During the Caesar Retrieval Arc he abducted Caesar Clown, collared Luffy, Law, and Chopper, and laid out his scheme to mass-produce SMILE fruits. It unraveled when Law exploited the fruit's flaw with earplugs; Breed then collared himself for a strength boost but lost his grip on his minions and was overcome when Luffy and the dugong struck him together.
