Choi is a notorious captain out of the New World who threw in his lot with Whitebeard. He brought his own crew to Marineford in the bid to rescue Ace, fighting alongside the other allied captains during the great war.
Choi stands at a fairly ordinary build, his skin tanned. A black hat sporting a red feather sits on his head, and a dark coat hangs loose from his shoulders rather than worn through the sleeves. Underneath he wears a pale brown shirt striped vertically in a deeper shade. His green trousers stop short enough to leave his ankles bare, and plain brown shoes round out the outfit.
Very little of Choi's character has been shown. What the story does establish is his readiness to enter a dangerous battle for the sake of saving Ace, marking him as a man willing to risk himself for an ally of Whitebeard.
Choi earned a fearsome name across the New World, no small feat, and his standing was strong enough to forge an alliance directly with the Whitebeard Pirates. In combat he favors a double-headed lance, though whatever special properties it might carry remain unrevealed. He had built his reputation well before the events of the main story. At Marineford he first appears smashing a Pacifista together with captains Elmy and Pavlik, then joins the cluster of New World leaders supporting Luffy and Emporio Ivankov under Whitebeard's command. He was present near Ace and Luffy alongside Hangan during Ace's death, and laid down his arms once the Red Hair Pirates arrived to bring the war to an end.
