Fred is a non-canon Jail Island local from Steel City, introduced through the game One Piece: World Seeker. A onetime Marine cargo worker raising his sister alongside his aunt, he idolized the Navy until a corrupt deal opened his eyes.
Of fairly average build, Fred keeps his dark green hair combed straight back and wears glasses, with a scruff of stubble along his jaw. His outfit is a green button-down left open at the collar, a darker green vest layered over it, and white dress trousers held by a belt.
Doing right by his aunt and sister drives Fred, and at first that devotion fed a worship of the Marines and a loathing of pirates, since pirates had murdered his parents. He would square up to any wanted outlaw, no matter how badly outmatched. Witnessing the Navy strike a crooked bargain shattered that admiration and taught him both sides were murkier than he had assumed. Humble enough to own his errors, he took his aunt's scolding without complaint even when his sister felt she went too far, and he stayed fond of the anti-Marine leader Jeanne. He also leans superstitious, growing skittish after hearing a graveyard ghost rumor.
Pirates killed Fred's parents long ago, leaving him and his little sister Anna to be raised by their aunt Miranda. To support the household, Fred worked away from home, taking a job hauling cargo for the Marines. He was muttering worried hopes about Jeanne on a Sogyoku Town street when Luffy approached, briefly spooking him into thinking the pirate was the rumored graveyard ghost, and he directed Luffy to find Jeanne there.
Later, after learning Luffy's identity, Fred acted hostile toward him in Steel City before reporting to a post beside the Sea Prison. A Marine called Merlin told him to move explosive cargo, and Fred was disgusted to find a pirate standing as the customer. He refused to obey, prompting the shady pair to try to kill him, until Luffy and Jeanne arrived and Luffy beat down Merlin and the pirate. Grateful and stunned that a pirate had come to his aid, Fred returned to his family and confessed what he had done, accepting Miranda's harsh rebuke even as Anna defended him, and promised to think more carefully next time.
