He later found out that the vessels which had sunk the Judicial Ships at Tom's execution were Franky's handiwork, and eager to add new ones to his hoard, he set off after the shipwright toward Dressrosa. Once there, the Straw Hats spotted his bounty; Robin worried he was chasing Pluton, but he proved to want only the Battle Frankies. When Franky refused to build him one, Gannot tried to force the issue, was swiftly beaten by the crew, and was turned over to Margin so they could claim his bounty.
Gannot, nicknamed Weapons Mania, is a non canon bald arms collector from the game One Piece Odyssey who once ran the underworld rivalry in Water 7. He chased the shipwright Franky and the Battle Frankies as far as Dressrosa in pursuit of new weapons for his collection.

No, Gannot did not want Pluton. When the Straw Hat Pirates spotted his bounty in Dressrosa, Robin worried he was after Pluton, but Gannot only wanted Franky to build him a Battle Franky.
Gannot was defeated when he tried to force Franky into building him a Battle Franky and the Straw Hat Pirates quickly beat him down. He was then turned over to Margin so the crew could collect his bounty.
