Hoe

Reckoned at around forty meters in span, Hoe is a huge whale whose back runs dark and whose belly stays pale. His eyes are round, his teeth rounded as well, and Nami once judged him cute. A fancy crown sits on top of his head, and any time he steps out of the sea he puts on a bubble ring that carries him through the air as though he were still swimming.

Loyalty to the rulers of Ryugu, and to Neptune above all, defines the whale. After the palace took on water, he charged in to drag the king free of harm, risking himself for the family he serves.

His enormous frame lets him bear a rider the size of Neptune, and he weathers the crushing depths of the ocean, drawing breath beneath the surface or holding it across long stretches. His first errand was to lift Neptune up to Pappag's storefront, allowing the king to summon Luffy's crew toward the palace, after which he brought the monarch back home. When rebels drowned Ryugu Palace and an injured back left Neptune unable to move, Hoe surged forward to evacuate him along with Zoro, Usopp, and Brook, only for Hody to seize the king's tail and force the whale and the guards to flee without their ruler in search of Prince Fukaboshi.

He turned up again at Gyoncorde Plaza alongside Franky and the blimp-mode Thousand Sunny, lifting Neptune and the three princes clear once the Gaon Cannon had fired. With the battle finished, he returned the king to the plaza to handle the aftermath. Later he accompanied the Neptune Family while they prepared to leave for the Levely, and at the palace he was among the many who listened to Vegapunk's broadcast to the world.
