Slim and tall, Honey Queen ties her long, wavy blonde hair into twin tails, while her red eyes appear for only an instant, caught in the sealed-jar scene and the trailer. She is introduced lounging in a bathtub fixed to the bow of her vessel. Setting off after the heroes, she puts on scanty yellow clothing beneath a purple fur coat dotted in pink, red high heels, and a lone fishnet stocking on her right leg.

For all the power at her disposal, Honey Queen lacks both courage and loyalty. The moment her brothers start to lose, she chooses flight over any further struggle. Even with the sturdy defense a Logia body grants her, she plainly does not carry the same boldness as those at her side.

Standing among the crew's senior figures, Honey Queen commands the others, steering a whole fleet against her foes and pulling rank over fellow officer Boo Jack. Her danger to the world earned her a bounty of 7,800,000 berries. Her power flows from a Logia-type fruit called the Toro Toro no Mi, letting her dissolve into an unidentified liquid; she can sling a wave of it forceful enough to send Sanji tumbling from a hot-air balloon, after which she moves quickly by pouring through pipework. The form packs little destructive force next to most Logia users, and airtight containers can trap her. Strangely, although Devil Fruits usually change a wearer's clothes along with the body, she invariably leaves her outfit behind on liquefying. To round out her arsenal she uses small skull-marked bombs, the same kind Boo Jack carries, which she turned on her enemies' ship.

She debuts at Boo Jack's side as their fleet closes on Luffy's crew and the two Thief Brothers, Akisu and Borodo. She denied taking the stolen ship, then signaled an assault once Zoro and Sanji jeered at the Trump Siblings. After Usopp rowed the brothers off, she shadowed them atop Boo Jack and lobbed bombs that flung the group into the water, plucking Nami away as a prize for the Bear King. At Trump Castle she presented her captive and marveled that a weakling like Luffy bore a bounty. When Nami trounced the siblings at cards and goaded her, Honey Queen peeled off her clothing, slipped into the pipes, ambushed the balloon-riding crew with a liquid burst that toppled Sanji, and helped drag him back. As her allies dropped one after another, she shifted to liquid and dove into the piping to escape, only for Nami to have redirected it into a jar and sealed her inside.

In a later game appearance set after Clockwork Island fell, Honey Queen made her way out to the Nanatsu Islands hunting for the Bear King and met the heroes in a Sanbai Village eatery. She explained she was merely searching for her brother and asked them to alert her if he surfaced. After freezing solid on Mt. Mitsukado when she liquefied in the cold, the crew thawed her and revealed Bear King's whereabouts. Grateful, she gathered her brother, departed, and as a parting thank-you left behind a medal of the Kachi Kachi no Mi.
