Sharp-tipped glasses sit on a face shaped by a heavy, square jaw, and Hound leaves his hair messy while wearing lipstick. A tall build fills out a pinstriped double-breasted jacket, layered over a navy shirt with a matching tie and finished with black gloves. His standing earns him a Justice coat slung from the shoulders, its cuffs dyed the same blue as his suit. An early anime design first gave him blond hair and red glasses before swapping to red hair and blue lenses.

A practical mindset steers Hound, who prefers to hold off on harsh measures like a Buster Call when a more pressing matter is at hand. He also balks at ideas that seem absurd to him, scoffing at the suggestion that the world could one day slip beneath the waves.

Hound entered the Marines in the same period as Smoker. Once the World Government condemned Vegapunk, he joined Jaygarcia Saturn, Kizaru, and the rest of the Vice Admirals in surrounding Egghead with a fleet. After Saturn called a Buster Call and the Marines withdrew, Bonney's Pacifista began tearing into the ships, and Hound weighed canceling the assault rather than waste those units. Vegapunk's global broadcast enraged him, and he brushed off the warning of a sinking world as foolishness. When the Giant Warrior Pirates arrived to extract the Straw Hats, he aimed fire at their vessel, then watched the Iron Giant shield Luffy from Warcury and Peter. Following the escape, the Vice Admirals conferred with Saturn, only to see Imu's power crumble him into a skeleton that burst apart. For combat Hound relies on a Zoan-type fruit, the Dog-Dog Fruit in its Hound model, which grants both a full hound and a hybrid form; the anime also shows him reaching the island by Geppo, and like all officers of his rank he commands Haki.
