Iceburg holds the reins of Water 7 as its mayor while also running the Galley-La Company as president. Schooled in shipbuilding by the master Tom alongside Franky, he came to guard the Pluton blueprints, a secret that turned CP9 and the World Government against him.

Appearance

Tall and into middle age, Iceburg has blue hair and lips dyed the same color. His usual attire is a jacket striped red and orange, worn open over a wide-collared orange shirt that he leaves unbuttoned, finished with black suit trousers and black shoes. He generally carries his pet mouse Tyrannosaurus in the left pocket of that jacket and is fond of stroking the animal's head.

In his youth he wore his hair down to nearly shoulder length and was rarely without a white bandanna. His clothes back then were simpler. He went around in beige pants, a brown shirt, and black footwear, and flashbacks reveal purple tattoos on each shoulder that stay hidden today under his long sleeves.

Personality

Holding the two highest offices in town has not made Iceburg haughty. On their first meeting he personally walked Luffy, Usopp, and Nami through Dock 1 and was happy to chat casually with the shipwrights he employs. Both his workers and the citizens hold him in enormous regard, a sign of how capable a leader he is. Even so, a childish, self-indulgent side shows through: he sulks over paperwork, scraps appointments on a whim, takes in stray animals, and peppers his speech with "Nmaa." When the moment calls for it, though, his playfulness vanishes and he turns wholly serious.

He is firmly opposed to building weapons, believing they exist only to wound people no matter how harmless the maker's intentions, which is why he kept pressing the young Franky to quit constructing his battleships. As a craftsman he feels a real kinship with ships, recognizing how cherished the Going Merry had been despite its fatal damage and honoring the vessel's request for one final voyage even at the risk of braving the Aqua Laguna.

History

From boyhood Iceburg studied under Tom, the fish-man celebrated as Water 7's greatest shipwright, sharing that apprenticeship with the younger Cutty Flam, whom he gave the nickname Franky. The two squabbled constantly while assisting Tom with the Sea Train. After the government condemned Tom for constructing the vessel of Gol D. Roger, Spandam framed the workshop with stolen Battle Frankys, and Tom shouldered the blame to keep his apprentices safe. With Tom executed and Franky presumed dead, Iceburg alone inherited the role of guarding the Pluton blueprints. He merged the city's shipyards into the Galley-La Company, expanded it into a worldwide enterprise, and rose to mayor, a standing that protected the plans. When Franky resurfaced years later, Iceburg quietly handed the blueprints over and pressed him to drop his old name.

During the Water 7 Arc, CP9 operatives planted inside his trusted circle, among them Lucci, Kalifa, Kaku, and Blueno, faked an attempt on his life and pinned it on Nico Robin and the Straw Hats. They interrogated him over the blueprints and exposed Franky's identity by reading his quickening pulse, but Chopper reached him before they could finish him off. Iceburg afterward alerted Nami to the looming Buster Call, readied the prototype Rocketman so the crew could pursue Robin to Enies Lobby, and, still bleeding from his wounds, restored the Going Merry for its last voyage. He looked on quietly as the Straw Hats laid the ship to rest, then helped Franky construct the Thousand Sunny, at last freeing his friend to sail with the crew. In the years that followed he kept running Water 7, took on the young secretary Alice, and reacted to world-shaking events during the Egghead Incident.
