Five foremen run each dock, and although the total workforce is unknown, hundreds have been shown across a city built largely around shipbuilding. Dock 1 holds the most prestige and is the only one detailed in the series, its foremen adored by locals who chatter over their good looks and swagger the way people gossip about celebrities. Since dangerous pirate customers are part of the trade, the workers are as capable in a fight as they are with their tools.
The company's origins go back about twenty-two years, to the perilous stretch that followed Gol D. Roger's execution. Water 7, whose name came from its seven shipwright firms, lived on sea trade and grew frightened as voyages turned lethal. When authorities came to put Tom to death for having built the vessel that carried the Pirate King, he bought himself time by pledging to construct the Sea Train, a railway able to run across the water and reconnect the surrounding cities. Working with Iceburg and the younger apprentice Cutty Flam, Tom spent fourteen years finishing it, yet he was sentenced to die regardless and taken toward Impel Down aboard the very train he made, while Cutty Flam, struck by it during his pursuit, was believed dead.
Now the last of Tom's Workers, Iceburg carried on his mentor's vision of an even richer Water 7. He merged the island's seven competing companies into one flourishing business, won the townspeople's love, and christened the new venture Galley-La. The firm even makes its own line of logo shirts, worn by various characters including several Straw Hats, and it happens to share both a trade and a similar name with the shipwrights of Galleila, though whether the two are connected stays unclear.
Iceburg heads the company throughout. When the Straw Hats brought in the Going Merry for repairs, Kaku declared the ship past rescue. An attempt on Iceburg's life was afterward blamed on Nico Robin, sending the workers after Luffy and Nami, but the real culprits emerged when the CP9 agents Lucci, Kaku, Kalifa, and Blueno dropped their cover and laid bare their plot to frame the crew. Paulie and his fellow foremen resisted as the mansion caught fire, and Chopper rescued everyone before passing out.
At Enies Lobby the foremen Paulie, Lulu, and Tilestone joined the charge, helping beat back giants and government troops before Paulie's ropes hauled the allied party clear of the bottomless waterfall. Iceburg later sailed out to mend the failing Going Merry after catching its cry. Beyond the timeskip the business kept going with Paulie as vice president and a fresh sea train dubbed the Puffing Ice, and several of the Franky Family hired on as contractors, banding together under a group they called Zambai's Company Union.
