Issho, far better known as Fujitora, is a blind Marine Admiral who eats the Zushi Zushi no Mi to bend gravity. A champion of Humane Justice, he led the push to abolish the Seven Warlords system and served as a major antagonist on Dressrosa.

Fujitora keeps his sightless eyes shut most of the time, showing only the whites beneath an X shaped scar that crosses both lids and the left of his brow, a wound he gave himself. He has short black hair with a mustache and beard, and he stands very tall as Admirals tend to. Rather than the suit and tie of other officers, he wears a light purple yukata cinched with a dark belt under a purple cloak, with the Marine coat draped cape style over his shoulders. He walks with a shikomizue, a sword hidden in a cane, wears geta sandals, and binds white bandages around both forearms over handguards. As a boy he wore a scarf over a yukata and bore no scars.

Kind, principled, and self denying, Fujitora is driven to do right and to spare others from suffering. His hatred of evil ran so deep that he destroyed his own eyesight out of grief at all the wickedness he had witnessed, calling blindness a mercy. His creed as a Marine, Humane Justice, places the number of lives he can protect above the number of foes he can defeat. He goes to great lengths to keep civilians out of danger, avoids collateral harm, and pays for any damage he does cause, even summoning extra medics for spectators he fears might be hurt. Quiet by habit, he moves with sudden and sometimes merciless resolve when something he values is threatened. His sense of justice is impartial enough to target corruption inside the Marines and Government themselves, and the events at Arabasta hardened his conviction that the Warlord system let brutal pirates abuse people under official cover, fueling his campaign to end it.

Combat is where Fujitora's reputation rests. As an Admiral he ranks just below the Fleet Admiral, free to call up battleships or unleash a Buster Call, and Doflamingo brands him and Ryokugyu as monsters of the Marines. He fought Sabo to a near standstill without a scratch and helped crush the Emperor commander Jack at sea. Blindness is no handicap thanks to his sharpened senses and Observation Haki, so acute that he heard Nami's lightning from kilometers off. Wielding his blade in a reverse grip, he channels the Zushi Zushi no Mi through it, a Paramecia power over gravity that pins enemies under crushing weight, repels attacks with reversed fields, levitates ships and rubble, and drags meteorites down from the sky.

Born somewhere in the Grand Line, Issho once commanded the Aoi Kingdom's military until war destroyed it and branded him a war criminal, and at some point he blinded himself after witnessing too much cruelty. Gambling losses on Soja Island reduced him to bodyguard work, where his strength drew the World Government's eye; they bought out his employer and conscripted him through a World Military Draft, fast tracking him into one of two vacant Admiral seats alongside Ryokugyu and naming him Fujitora. He at once set about campaigning to dismantle the Seven Warlords system.

Sent by Sakazuki to investigate Dressrosa after Law and Luffy's alliance and Doflamingo's resignation, Fujitora exposed the Donquixote crooks cheating him at gambling and flattened them with his gravity. He moved to round up the criminals sheltering in the Corrida Colosseum, clashed with Luffy and his allies, and deliberately let the Straw Hats become the island's saviors rather than the Marines. After Doflamingo fell, he knelt before former king Riku Doldo III on camera and openly admitted the Government's failure, forcing the question of accountability. He later viewed Vegapunk's Seraphim, which he believed could replace the Warlords, and at the following Levely his long campaign to end the system finally succeeded.
