Sunglasses of black perch on the face of this compact otter, whose coat runs brown except for a patch of white framing the snout. For clothing he is fitted into a light blue jumpsuit dotted with purple, the sleeves running long down his limbs. Reference material slots him into the Type D bracket of dangerous animals, the so-called Small Savage classification.

Cruelty defines him much as it defines the rest of Baroque Works. He proved willing to bombard Mr. 9 and Vivi over a botched assignment, and at Whisky Peak he readied an attack on bounty hunters merely because they tried to flee. Loyalty, however, is not among his traits. He and Miss Friday eventually sold out their own colleagues, handing the Marines sketches of the higher agents simply to earn a meal.

Among animals he stands out for sharp wits, capable of trailing fellow operatives, grasping human conversation, and handling weaponry with ease. A keen memory and real artistic talent let him render accurate portraits of the Straw Hats after a single encounter. For brawling he grips a pair of bivalve shells edged with short claws, and when carrying out an execution the Unluckies drop bombs from above, the shells doubling as flints to spark the fuses. His record includes a clash where he and Miss Friday took on Sanji. The duo first struck when they exploded a package onto Mr. 9 and Vivi at Reverse Mountain, then later trailed the crew through Whisky Peak. At Little Garden, Sanji, posing as Mr. 3 on a call from the boss, kicked Mr. 13 into a wax wall and broke his partner. Both survived, and the Marines afterward squeezed drawings out of them in exchange for food.
